The following revisions have been made to the permit drawings for the NC24 Living Shoreline
project.
-Attached is a drawing showing the proposed areas of trestle access and staging (temporary)
overlaid on the area of permanent fill. This area in the permit drawings is shown as permanent fill.

-Updated permit drawings showing the rock fill extending to the front edge of the outer sills. This
has increased the surface water fill on the impact summary sheet by 0.05 ac. The depth of
excavation has been increased to 12 inches as opposed to the original 6 inches. This was per
Stephen Lane’s suggestion of increasing depth to insure success. The size of rock has been
confirmed to be Class A in this area. Modeling has shown that this rock size is appropriate and will

-As for Stephen’s question concerning traffic management, I have been supplied with the following:
For the M-0540A (NC-24 Living Shoreline) project we are continuing to work with RK&K on the work
zone traffic impact analysis (WZTIA) and traffic management plans (TMP). The WZTIA has been
completed analyzing numerous scenarios including existing conditions, a long-term traffic shift
closing the 2-way turn lane but maintaining 2 lanes of traffic in the east and west bound directions,
and the last scenario with an additional temporary westbound lane closure. The analysis
determined that the long-term shift which maintains 2 lanes of traffic in each direction will not have
a significant impact on the level of service (LOS) in comparison to existing conditions. The analysis of
the additional temporary lane closure, which would reduce westbound traffic to one lane revealed
an impact during the PM peak hours only. This additional temporary lane closure would only be
implemented on heavy haul days and would have time restrictions on when the additional lane
closure can occur. In an abundance of caution the Division will implement lane closure restrictions
for AM and PM peak periods. Those restrictions will not allow the additional lane closure to occur
on any day between the hours of 6:00AM – 9:00AM, nor 3:00PM - 6:00PM.
Paula Webb (Town Manager, Town of Swansboro) or a representative have been included on our bi-
weekly calls and have been provided the opportunity for review and comment on the traffic
management plans. Any comments received thus far have been taken into consideration and to my
knowledge all concerns have been satisfactorily addressed.
