Construction activity in the adjacent stream buffers include minor grading, temporary erosion control, and replacement of an existing concrete walkway in- place. Per my previous discussions with Sara Knies and Cherri Smith at the Regional Office, most of these activities are exempt (esp. in Zone 2) but minor grading in Zone 1 is considered "allowable" and requires authorization from NCDWR. Enclosed herewith are the following documents, in accordance with the Buffer Authorization Form Instructions: 1) Special Plan for NCDWR Buffer Authorization — 3 sets, showing grading contours and construction activities as proposed 2) USGS Quad Map & Site Location —1 copy 3) Johnston County Soils Map & Site Location —1 copy 4) NCDWR Buffer Authorization Form as signed by Mr. Monty McLamb, Agent for Applicant Additionally, we are waiting on this Buffer Approval in order to proceed with our Fast -Track Permitting for Erosion Control. Any effort to expedite this approval would be greatly appreciated. If you have any questions, please do not hesitate to contact me. Sincerely, BRL ENGINEERING 8 Brian R.
