Dear Mr. Brown:
On June 20, 2022, Stephanie Goss and Dorothy Robson of the Division of Water Resources
conducted the subject inspection. The assistance of David Scott (ORC), Operator in Responsible
Charge, and Wes Deaton (backup ORC) during the inspection was appreciated. Below is a list of
findings developed from the inspection:
1.The permit became effective August 1, 2014 and will expire on July 31, 2022. The
Division is in the process of renewing this NPDES permit and was received on February 3,
2022.
2.The Roanoke Rapids sanitary district collection system has approximately 127.5 miles of
gravity sewer, 2.4 miles of force main and 6 duplex pump stations and all associated piping,
valves, and appurtenances.
3.A Fats, Oil and Grease (FOG) program is implemented and in use. Educational materials
are mailed out twice a year per permit requirements.
4.The Capital Improvement Plan (CIP) lists funds/projects which included a five-year master
plan, goal statement, future needs, and cost analysis.
5.Sanitary sewer overflow (SSO) cleanup, pumping, and reporting procedures, which
includes a response action plan was up to date. There has been six reportable SSO’s at the
collection system during a 2-year period ending June 2022. The SSO cleanup, pumping,
and reporting procedures meet all permit requirements. Records for SSO’s are kept for over
three years.

6. Per the subject permit, there are approximately 127.5 miles of gravity line. According to
ORC records, approximately 24.37 miles of gravity sewer lines were cleaned in 2021 which
is 19.1%.
7. Five pump stations were inspected: Old Emporia Road, Gaston (NC 46), Shell Drive,
Belmont, and Greenbrier. All five pump stations have identification signs, secured access,
appeared in good condition and were free of excess debris. All audible and visual alarms
functioned when the high-water floats were activated. A logbook was available to view
during the inspection. All pump stations have a generator on-site and they operated
successfully.
8. Maintenance logs were reviewed and appeared satisfactory.
9. Five high priority lines were inspected: 2nd between Charlotte Street and Jefferson Street,
Roanoke River Bridge, West 2nd Street at Walter Avenue, Highway 48 in Gaston and
Belmont pump station. All high priority lines appeared straight, rust free and in good
condition. The right of way (ROW) was being maintained for all lines. Mr. Scott stated that
high priority lines are inspected twice a year and a visual observation is made while
maintaining the ROW.
10. An up-to-date map of the collection system was available which included direction of flow,
pipe size, pipe material, pipe location, pump station identification and location.
