Your assistance and cooperation were very helpful and appreciated. A checklist of items is enclosed with this letter. During the inspection the following items were noted: 1.) Town of Goldston holds a deemed sewer collection system permit for the facility located in Goldston, Chatham County. There has been no reportable sanitary sewage overflow (SSO) incidents from the collection system since the last inspection. 2.) The collection system includes gravity sewer line, force main, and three duplex stations. Wastewater from the facility is pumped into City of Sanford's sewer main. The system does not have high - priority lines. 3.) A system map was available for review at the time of inspection. The facility needs to add pipe sizes, materials, flow direction, approximate pipe age, force main air release valve location, pump station location and capacity onto the map. 4.) The facility needs to develop a spill response action plan, which at minimum, should include 24-hour contact number, response time, equipment list and spare parts inventory, and access to contractors. The plan also needs to include procedure to report sanitary sewer overflow (SSO) incidents (see enclosed State Regulation 15A NCAC 02B .0506). 5.) All three pump stations were visited during the inspection. Visual/audible alarms and telemetry were found operable. Pump stations were inspected weekly as required. The Town needs to post 24- hour notification signs at the Main Pump Station and Ball Park Pump Station, the signs need to include owner name, pump station identifier, address, instructions for notification, and 24- hour emergency contact numbers. The Town has adopted a Sewer Use Ordinance on September 4, 2012, which requires all users involved in the preparation of food for commercial purposes shall provide and maintain oil/grease interceptors or traps. The Town need to inspect grease traps/interceptors at the two restraints on a regular basis. The Town also needs to distribute grease/sewer educational material to all customers at least twice per year. The Town needs to document distribution of grease/sewer educational material and grease trap inspections. Please response in writing to RRO within 30 days regarding issues listed in Items 3, 4, 5, and 6. Construction of collection system was completed in August 2017. The Town has a map for the collection system which lacks many required items, the information about these items is availabe, and needs to be added to the map. Grease/sewer educational material has not been distributed to customers as required. Two restraunts with grease traps need to be inspected on a regular basis. There have been no SSOs in the past three years. The Town needs to develop a Spill Response Action Plan. Colonial Ave. Outfall was visited, the outfall was maintained. A small tree was found around a manhole which needs to be removed. Easement is maintained by a contractor. Main Pump Station, Vernie Phillips Pump Station, and Ball Park Pump Station were visited during the inspection. Visual/audible alarms and telemetry were found operable. Signs were missing at Main and Ball Park pump station.
