Phase 2 is mostly unimproved forest land. The general land use in the vicinity is unimproved forest land and general agriculture. However, the area is changing to more residential as time goes on. 4b. Explain the purpose of the proposed project: * The purpose of the project is to provide single family housing for the growing demand in Johnston County. This permit request is for a road crossing of a stream so the high ground property across the stream can be utilized for housing. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * This permit is for Phase 2, Phase 1 was the property along Lynch Road with no impacts. Phase 2 will include the road crossing shown on the attached construction plans. This will be the only impact to streams, wetlands and stream buffers. A pump around will be utilized to reduce the sediment impact to the stream.To avoid other possible impacts, 2 necessary septic lines will be bored under the stream and buffer, these lot numbers are 53 and 77. As stated earlier, the crossing will be installed with a pump around, the roads will be roughed out with bull dozier and graded with motor grader. All utilities will be provided by the developer except for septic. The septic will be onsite for each individual home site. An approved sediment and erosion control plan will be followed to help protect the site from sedimentation and erosion. 5. Jurisdictional Determinations 5a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The project was designed to avoidance in mind. The only impact is an unavoidable crossing on a stream that divides the property from the north to south property line. Headwalls have been included on the culverts at the crossing which is minimizing the stream impact. The rip rap dissipators have been placed flush with the channel to reduce the permanent. We have also chosen to bore the individual septic line under the stream on lots 53 and 77 to avoid impacts.A pump around has been added to the design to be utilized during the crossing install. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The culvert install will not take take place during periods of higher than normal stream flow or when excessive rainfall in imminent. The contractor will be instructed to follow the approved sediment and erosion control plan and stabilize riparian areas at the end of each work day.
