PERMANENT STABILIZATION DETERMINED BY THE PLAN APPROVING AUTHORITY.
THIS PROJECT INCLUDES THE MECHANICAL AND ELECTRICAL IMPROVEMENTS TO EXPAND THE
TREATMENT CAPACITY OF THE ROCKY RIVER REGIONAL WASTEWATER TREATMENT PLANT
(RRRWWTP) IN CABARRUS COUNTY, NORTH CAROLINA.
EXISTING SITE CONDITIONS
THE EXISTING SITE IS LOCATED IN A LOW DENSITY RESIDENTIAL AREA AND IS IN THE YADKIN
PEE DEE RIVER BASIN. ROCKY RIVER IS THE RECEIVING WATER COURSE AND HAS A CLASS 'C'
CLASSIFICATION.
ADJACENT SITE
THE PROJECT AREA IS GENERALLY BOUNDED BY SIMPLICITY ROAD AND BREEZY LANE TO THE
NORTH AND ROCKY RIVER TO THE EAST, WEST, AND SOUTH.
OFF -SITE AREAS
THERE WILL BE NO OFF -SITE AREAS DISTURBED AS A RESULT OF THIS PROJECT. THE STAGING
AND STOCKPILE LOCATIONS WILL OCCUR WITHIN THE LIMITS OF DISTURBANCE FOR EACH
PHASE OF WORK.
THE DESIGN -BUILDER SHALL LOCATE TEMPORARY SOIL STOCKPILES WITHIN THE LIMITS OF
DISTURBANCE OR AS APPROVED BY THE DESIGN -ENGINEER. SOIL STOCKPILES SHALL BE
PROTECTED WITH TEMPORARY SILT FENCE AND STABILIZED WITH SEED AND MULCH OR
OTHERWISE BE PROTECTED WITH SEDIMENT TRAPPING MEASURES.
EROSION AND SEDIMENT CONTROL AREAS
PERMANENT SEEDING SHALL BE APPLIED TO ALL DISTURBED SOIL AREAS PER SPECIFICATION

STORMWATER RUNOFF
ADDITIONAL IMPERVIOUS AREA FROM A NEW ROAD AND PARKING AREA WILL BE BE ADDED IN
AN EXISTING GRASSY AREA ON SITE. THE RUNOFF FROM THIS AREA WILL BE DIRECTED TO AN
EXISTING GRASSY SWALE BEFORE DISCHARGING TO AN EXISTING PERMANENT SEDIMENT
BASIN WHERE IT WILL BE TREATED.
THE REST OF THE PROJECT INCLUDES MINIMAL ADDITIONAL IMPERVIOUS SURFACES. RUNOFF
WILL BE DIRECTED TO THE EXISTING STORMWATER FEATURES ON SITE.
GROUND STABILIZATION
IN ACCORDANCE WITH NPDES CONSTRUCTION STORMWATER GENERAL PERMIT NCG010000,
SECTION II.B.2 GROUND STABILIZATION REQUIREMENTS ARE AS FOLLOWS AND ARE IDENTIFIED
ON NPDES STABILIZATION SHEETS IN THE PLAN SET:
1. ALL PERIMETER DIKES, SWALES, DITCHES, AND PERIMETER SLOPES STEEPER THAN 4H:1V
SHALL BE PROVIDED TEMPORARY OR PERMANENT STABILIZATION WITH GROUND COVER
AS SOON AS PRACTICABLE BUT IN ANY EVENT WITHIN 7 CALENDAR DAYS FROM THE LAST
LAND -DISTURBING ACTIVITY.
2. ALL OTHER DISTURBED AREAS SHALL BE PROVIDED TEMPORARY OR PERMANENT
STABILIZATION WITH GROUND COVER AS SOON AS PRACTICABLE BUT IN ANY EVENT
WITHIN 14 CALENDAR DAYS FROM THE LAST LAND -DISTURBING ACTIVITY.
LIMITS OF DISTURBANCE ARE DELINEATED ON EROSION AND SEDIMENT CONTROL SHEETS.
MAINTENANCE SCHEDULE
DESIGN -BUILDER SHALL INSTALL EROSION AND SEDIMENT CONTROL MEASURES WITHIN THE
LIMITS OF DISTURBANCE.
IN GENERAL, EROSION AND SEDIMENT CONTROL MEASURES SHALL BE CHECKED DAILY,
EROSION AND SEDIMENT CONTROL MEASURES WILL INCLUDE TEMPORARY SILT FENCE, SILT MAINTAINED CONTINUOUSLY, RELOCATED AS NECESSARY, AND SHALL BE WATERED,

FENCE OUTLETS, CONSTRUCTION ENTRANCES, INLET PROTECTION, SLOPE DRAINS, DIVERSION FERTILIZED, RESEEDED AND MULCHED AS NECESSARY TO OBTAIN A DENSE STAND OF GRASS.
DITCHES, SILT FILTER BAGS, RIP RAP, CONCRETE WASHOUTS, WATTLES, TEMPORARY THE FOLLOWING ITEMS WILL BE CHECKED IN PARTICULAR:
SEEDING, AND EMBANKMENT STABILIZATION. UNLESS OTHERWISE INDICATED, ALL
VEGETATIVE AND STRUCTURAL EROSION AND SEDIMENT CONTROL PRACTICES SHALL BE 1. SILT FENCE SHALL BE INSPECTED AT LEAST ONCE PER WEEK AND AFTER EACH RAINFALL,

AND SEDIMENT CONTROL INSPECTOR HAS THE AUTHORITY TO ADD OR DELETE EROSION AND PROMPTLY. SEDIMENT DEPOSITS SHALL BE REMOVED AS NECESSARY TO PROVIDE
SEDIMENT CONTROLS AS NECESSARY IN THE FIELD AS SITE CONDITIONS CHANGE. ADEQUATE STORAGE VOLUME. ALL FENCING MATERIALS AND UNSTABLE SEDIMENT
DEPOSITS SHALL BE REMOVED AND THE AREA SHALL BE BROUGHT TO GRADE AFTER THE
SILT FENCE - SILT FENCE WILL BE INSTALLED TO INTERCEPT AND DETAIN SMALL AMOUNTS OF CONTRIBUTING DRAINAGE AREA HAS BEEN PROPERLY STABILIZED.
SEDIMENT FROM THE DISTURBED AREAS DURING CONSTRUCTION OPERATIONS AND TO
PREVENT SEDIMENT FROM LEAVING THE CONSTRUCTION SITE. 2. INSPECT SILT FENCE OUTLETS AT LEAST WEEKLY AND AFTER EACH SIGNIFICANT (1-INCH
OR GREATER) RAINFALL EVENT. CLEAR WASHED STONE OF ANY DEBRIS OR SEDIMENT TO
SILT FENCE OUTLETS - SILT FENCE OUTLETS WILL BE INSTALLED ALONG THE SILT FENCE TO PROVIDE ADEQUATE FLOW FOR SUBSEQUENT RAINS. REPLACE STONE AS NEEDED.
FILTER SEDIMENT LADEN WATER AS IT LEAVES THE SITE.

CONSTRUCTION ENTRANCES - A CONSTRUCTION ENTRANCE SHALL BE EMPLOYED TO REDUCE
THE AMOUNT OF MATERIAL TRANSPORTED OFF -SITE BY CONSTRUCTION VEHICLES. THE
CONSTRUCTION ENTRANCE SHALL BE MAINTAINED FOR THE DURATION OF THE
CONSTRUCTION AND STABILIZATION.
INLET PROTECTION - INLET PROTECTION DEVICES SHALL BE INSTALLED TO PREVENT
SEDIMENT FROM ENTERING YARD INLETS, GRATED STORM DRAINS, OR DROP INLETS DURING
CONSTRUCTION.
SLOPE DRAINS - SLOPE DRAINS SHALL BE INSTALLED TO CONVEY RUNOFF DOWN STEEP
SLOPES TO PREVENT EROSION.
DIVERSION DITCHES - DIVERSION DITCHES SHALL BE INSTALLED TO 1) DIVERT CLEAN WATER
OFFSITE AND 2) TO CHANNEL SEDIMENT -LADEN WATER TO DESIGNATED AREAS TO BE
CONVEYED AND TREATED BY OTHER EROSION CONTROL MEASURES.
SILT FILTER BAGS - SILT FILTER BAGS SHALL BE USED TO DEWATER CONSTRUCTION AREAS IN
LOW LYING AREAS THAT HAVE NO WAY TO DRAIN THE COLLECTION OF RUNOFF.
RIP RAP - RIP RAP SHALL BE USED AT OUTLETS WITH CONCENTRATED FLOW TO PREVENT
EROSION.
CONCRETE WASHOUT - CONCRETE WASHOUTS SHALL BE PROVIDED AT ANY AREA WHERE
CONCRETE WILL BE USED. THE ACTUAL LAYOUT FOR EACH CONCRETE WASHOUT SHALL BE
DETERMINED IN THE FIELD AND SHALL BE LOCATED AT LEAST 50 FEET AWAY FROM STORM
DRAIN INLETS AND SURFACE WATERS. SEE DETAIL ESC-L/C-000-616. A CONCRETE WASHOUT
SIGN SHALL BE INSTALLED WITHIN 30 FEET OF THE TEMPORARY CONCRETE WASHOUT
FACILITY.
WATTLES - WATTLES SHALL BE USED IN DITCHES AND/OR AREAS WITH MINIMAL
CONCENTRATED FLOW TO REDUCE FLOW VELOCITY AND TRAP SEDIMENT.
TEMPORARY SEEDING - ALL DENUDED AREAS WHICH WILL BE LEFT DORMANT FOR A PERIOD
OF FOURTEEN (14) DAYS OR GREATER, SHALL BE SEEDED WITH THE TEMPORARY SEED MIX
PROVIDED IN THE PLANS AND SPECIFICATIONS. SEE SPECIFICATION 32 92 19.13 FOR SPECIFIC
MAINTENANCE ACTIVITIES.
SOIL STABILIZATION BLANKETS & MATTING - SIDE SLOPES SHALL BE STABILIZED WITH
STABILIZATION MATTING IN ACCORDANCE TO DETAIL ESC-C/C-000-614.
3. INSPECT INLETS AT LEAST WEEKLY AND AFTER EACH SIGNIFICANT (1-INCH OR GREATER)
RAINFALL EVENT. CLEAR THE MESH WIRE, OR OTHER SEDIMENT FILTERING DEVICE, OF
ANY DEBRIS OR OTHER OBJECTS TO PROVIDE ADEQUATE FLOW FOR SUBSEQUENT RAINS.
TAKE CARE NOT TO DAMAGE OR UNDERCUT THE WIRE MESH DURING SEDIMENT REMOVAL.
REPLACE STONE AS NEEDED.
THE SOIL WITHIN THE LIMITS OF DISTURBANCE PRIMARILY CONTAINS SANDY LOAMS BUT HAS
HYDRAULIC SOIL CLASSIFICATIONS THAT VARY FROM 'B' TO'D'. WHERE THE SOIL TYPE WAS
USED FOR CALCULATIONS, THE MORE RESTRICTIVE CLASSIFICATION OF D. WAS USED.
EROSION AND SEDIMENT CONTROL NOTES
1. DESIGN -BUILDER TO PERFORM SELF INSPECTION WEEKLY AT THE SITE USING THE
COMBINED SELF -INSPECTION FORM FROM THE NC DEMLR WEBSITE.
2. A COPY OF THE APPROVED PLAN, THE CERTIFICATE OF APPROVAL, AND LETTER OF
APPROVAL ARE TO BE KEPT ON SITE. THE NPDES PERMIT (WITH A MINIMUM OF 30 DAYS OF
SELF -INSPECTION REPORTS) ARE TO BE KEPT ON SITE AND A RAIN GAUGE IS TO BE
INSTALLED AND MAINTAINED FOR RECORD KEEPING UNTIL THE PROJECT IS CLOSED OUT
BY NC DEMLR.
3. CONTACT THE NC DEMLR MOORESVILLE REGIONAL OFFICE AT (704-663-1699) AT LEAST 48
HOURS PRIOR TO COMMENCING THE LAND -DISTURBING ACTIVITY.
4. ALL EROSION AND SEDIMENT CONTROL MEASURES ARE TO BE PLACED PRIOR TO, OR AS
THE FIRST STEP, IN CLEARING.
5. A COPY OF THE APPROVED EROSION AND SEDIMENT CONTROL PLAN SHALL BE
MAINTAINED ON THE SITE AT ALL TIMES.
6. PRIOR TO COMMENCING LAND DISTURBING ACTIVITIES IN AREAS OTHER THAN INDICATED
ON THESE PLANS (INCLUDING, BUT NOT LIMITED TO, OFF -SITE BORROW OR WASTE
AREAS), THE DESIGN -BUILDER SHALL SUBMIT A SUPPLEMENTARY EROSION CONTROL
PLAN TO NC DEMLR AND THE CITY FOR REVIEW AND APPROVAL BY THE PLAN APPROVING
AUTHORITY.
7. THE DESIGN -BUILDER IS RESPONSIBLE FOR INSTALLATION OF ANY ADDITIONAL EROSION
CONTROL MEASURES NECESSARY TO PREVENT EROSION AND SEDIMENTATION AS

10. THE DESIGN -BUILDER SHALL INSPECT ALL EROSION CONTROL MEASURES PERIODICALLY,

STORM EVENT OF GREATER THAN ONE (1) INCH OF RAIN PER 24-HOUR PERIOD. ANY

PURPOSES ONLY - NOT
17. DURING CONSTRUCTION OF THE PROJECT, SOIL STOCKPILES SHALL BE PROTECTED WITH RELEASED FOR CONSTRUCTION
TEMPORARY SILT FENCE AND STABILIZED WITH SEED AND MULCH OR OTHERWISE BE
PROTECTED WITH SEDIMENT TRAPPING MEASURES. SOIL STOCKPILES MUST BE LOCATED
WITHIN THE LIMITS OF DISTURBANCE. THE DESIGN -BUILDER IS RESPONSIBLE FOR THE

19. SEDIMENT CONTROL MEASURES MAY REQUIRE MINOR FIELD ADJUSTMENTS AT TIME OF REGIONAL
CONSTRUCTION TO ENSURE THEIR INTENDED PURPOSE IS ACCOMPLISHED.
WASTEWATER
20. EROSION CONTROL STRUCTURES SHALL REMAIN IN PLACE UNTIL PERMANENT TREATMENT PLANT
VEGETATION HAS BEEN ESTABLISHED ON THE EXPOSED SOIL SURFACE AND THE
INSPECTOR HAS APPROVED IT. PHASE 3 EXPANSION
21. STREETS SHALL BE SWEPT DAILY DURING WORK ON ROADS. WASHING OF ROADS IS NOT REVISIONS
