I received a call from Shannon Langley of Duke;Energy. He had two issues to discuss:
The,landf;ill is under construction. The material will not be actually,be moved to the landfill until June
or later. The required first sample period is from January 6 to June 30, 2014. There may°be no, or very
little, material in the landfill by June 30. 1 suggested -that Duke request, in writing, an extension of that
first sample period, either by 3 or 6 months. I pointed out that it is important to get a valid sample of
the parameters to compare to'the last sample'to be taken in 2017. Does,SPP have a preference on this
time extension?
Dave, we agree with your,suggested approach. Please advise Duke to -submit a request to us to delay the sample period
for the extended set of metals and other parameters specified for Jan -Jun 2014 The basis of the delay`Would be to
characterize discharges appropriately at -the beginning of the industrial activity, while also allowomg time for the
monofill activities to•getund'erway We will likely revise that requirement to be the second�half of'the,year (Jul -Dee
2014) instead We will°respond to their request with a letter since this is Just a minor rnodification'to the monitoring
scheme.
Shannon also wanted to meet this summer with me, to talk about ROS. What is the SPP thinking on
'the amount of data needed from this facility, before we are to review, and' possibly approve his,
request? I usually would like 2-5 sample periods of data in order to make a determination.
After discussing, we feel like the most appropriate course here is to have them sample according to the permit until
NCG12 is up for renewal in 2017, and then ask for ROS,determrnationduring the renewal process. Because the COC was
issued in the middle�of the NCG142's cycle, the monofill will sample 5-6 times by the time renewal approaches in 2017
(depending on when industrial activity at the monofill actually' begins From the content ofthe first question, it's possible
they will not even have to sample,m the first period if no material is moved into the monofill before June 30`h—another
factor we considered ) We typically contact permittees about renewal -application ^'6 months pnorto expiration, i e ,
around April 2017'for this permit. Duke also only needs to sample for the extended suite of metals and other
parameters (chlorides, fluoride, etc ) twice during this permit term. The site only has three stormwater-outfalls, and so
we feel like this is reasonable Does the RRO agree?
