General Information City of Southport Wastewater Collection System Thomas Stanley (ORC 910.233.4895), Mike Spicer Frederick (910.269.1868 Back Up ORC) Permit No. WQCS00137 Facility Located at 1010 North Howe St. 2. Description of Process The City Collection system consists of approximately 18.25 miles of gravity sewer, approximately 2.0 miles of pressure sewer, 35 pump stations and all associated piping and valves and apparatus required to make a complete and operational wastewater collection system to serve the City of Southport. 3. System Improvements 1. Construction was completed on a 6300 LF sewer replacement project in September 2021. This project replaced circa 1913 clay sewer line and all manholes and laterals associated. 2. City staff installed new Gorman Rupp 3" pump at Park Ave. Ext. lift station. 3. City had 11,000 ft. of sewer line cleaned and CCTV. 4. City staff installed new Gorman Rupp 4" pump at Moore St. lift station. 5. City purchased 2 backup Myers WGL-20 Pumps for Prizes Creek & Turtlewood lift stations. 6. Replaced Myers pump #2 at Price's Creek lift station and installed new shredding ring and impeller. 7. City had electrical contractor install new main control panel at W. West lift station. 8. City staff installed new pump #2 atW. West Iiftstation. 9. City staff installed 2 new Gorman Rupp 3" pumps at Leonard St. lift station. 10. City staff replaced check valves and suction lift piping for both pumps inside wet well at Leonard St. lift station. 11. City staff replaced both Zoeller pumps at lift Station #2. (613 Fodale Ave.) 12. City staff replaced both Zoeller pumps at lift Station #1. (246 E. 11th St.) 13. City had contractor install electronic de-ragger system (DeRagger Lite) at Price's Creek lift station to limit clogging due to rags and other non-flushable items 14. City staff installed new Gorman Rupp 3" pump at 9th St. lift station. 15. City replaced both check valves and suction lift piping for both pumps inside wet well at 9th St. lift station. 16. City staff replaced both Zoeller pumps at lift Station #5. (203 1/2 Clarendon Ave.) 17. City staff installed new check valve for pump #2 at Park Ave. Ext. lift station and replaced suction lift piping inside wet well for both pumps. 18. City staff changed sheaves, bushings and drive belts for pumps and electric motors at 9th St., Leonard St., Moore St. and Park Ave. Ext. lift stations to increase RPM'sand aid in pumping output. 19. City had electrical contractor install new control board for automatic transfer switch at Moore St. lift station after switch failure caused by lightning. 20. City had electrical contractor install new water level transducer at Central Lift station. 21. City had contractor replace deteriorating sewer manhole at Burrington & Cottage Ln. intersection. 22. City has contracted the replacement of emergency backup generators for Forest Oaks, Indigo, Leonard St. and Turtlewood lift stations. These new generators will replace aged units. Delivery date has been pushed to August 2022. 23. City staff purchased backup pumps for Forest Oaks and Deep Point lift stations. 24. With the assistance of a grant writer and engineering firm, the City applied to USDA to apply for funding to replace the remaining circa 1913 day sewer lines, manholes and laterals. 25. The city contracted with a couple of engineering firms to help with various projects including Iiftstation rehabilitation, I&I studies, and possible force main improvements. The city also plans to hire a full-time staff engineer to help with such projects. 26. The city keeps various pumps and parts in stock to meets the maintenance needs of the collections system. 4. System Performance On 9-22-2021, the city had a Sanitary Sewer overflow (SSO) that resulted in 6600 gallons of untreated wastewater spilling into Cottage Creek due to a severe rain event of over 11 inches of rain. All City pump stations pumps and controls were operating as designed and there was no equipment failure. The spill was caused by I&I and inflow entering our sewer system. The Division of Water Resources and Marine Fisheries were notified immediately. Certification: I certify under penalty of law that this report is complete and accurate to the best of my knowledge.
