IRT Members — Construction of the stream/wetland components at the Wits End Mitigation Site in Union County was completed the week of May 16th. This email aims to provide you with an update on three key items; 1.) Site planting effort, 2.) Modification to the Waxhaw Branch crossing, and 3.) Removal of the ATV paths and crossings from the Site. Though site planting and installation of monitoring devices will occur in 2022, IRS has proposed to DIMS not to begin the monitoring period until 2023, i.e., monitoring year one will be 2023, not 2022. This will allow IRS to evaluate the survival of planted bare -root planting across the Site and, if needed, complete a supplemental planting effort during the dormant season of 2022/2023. IRS will complete a baseline/as-built report for DIMS and the IRT this year. We will provide a supplement report upon review of vegetation this fall. This report will detail any replanting efforts, if necessary. In general, the construction of the Site went very well. The stream channel within the former in -line pond of Waxhaw Branch was completed by excavating out pond bed sediments along the entire belt width of the channel and using on -site clay to construct the stream bed and banks. Though cracking of pond bed sediments has occurred, the method of channel construction has ensured the cracking does not affect the channel. Channel construction within the old pond bed was completed in early April, and to date, there is zero evidence of pond bed cracking affecting the channel. IRS will continue to monitor this section during 2022 and provide an update to the IRT in the supplemental baseline report, which will be completed in Q4-2022. Site Planting Effort Planting of the Site occurred in stages as construction was completed. We were very fortunate with good rain and cooler temperatures during the later planting efforts. Before the May planting efforts, bare -roots were kept in a refrigerated truck to prevent budburst, and live -stakes were kept submerged in water. Now, three weeks after the last round of bare -root planting occurred, saplings & live -stake seem to of established well. Waxhaw Branch Crossing Modification Due to inflation and general supply/availability of the engineered Waxhaw Branch aluminum, wing - walled, box culvert, it became clear in late April we would have to modify the crossing from the aluminum box culvert to a spanned bridge. RS worked with Sungate (engineer of record) and the civil engineering firm CGM3 to design a bridge crossing to meet the Union County FEMA requirements. Those requirements mandated that the bridge allow a 100-year storm event to pass without impounding water and emergency vehicle access during such an event. In an abundance of caution, IRS expanded the bridge's capacity by adding four 36-inch and two 24-inch floodplain pipes to the crossing. All floodplain pipes and bridge infrastructure are within the 60-foot easement break. A sealed engineering drawing is attached, along with an illustrative mock -photo diagram. Removal of ATV Paths/Crossings Because the Conservation Easement bisected portions of the fee -simple property, legally, IRS had to provide access to the isolated portions. As detailed in the Mitigation Plan, IRS accomplished this by adding internal ATV crossings/trails. Over the past six months, IRS was able to sell the isolated portions of the parcel to adjacent neighbors. As a result, the ATV trails and crossings are no longer necessary since these portions of the property are connected to neighbors' existing parcels. Thus, IRS did no construct the ATV crossings/trails, and we are currently working with Blane Rice at the State Property Office to have the trails/crossings removed from the conservation easement. This effort will be fully detailed in the Baseline Monitoring Document and As -Built Survey/Recorded Drawings. Raymond J.
