The Groundwater Section is in receipt of the subject application to permit a 336,000 GPD
washwater recycle system at the Powell Industries log yard in Haywood County (see Figures 1
and 2). The system will include a 360,000 gallon capacity recirculation pond which will be used
to store and recirculate used washwater. Thepurpose of this system is to use conventional,
pressure -animated sprinklers to wash logs which will.. be used ina wood chipping operation. It
is the understanding of the Groundwater Section that the material being removed from the logs
by the washwater will consist of soil particles with a typical size of 0.05 to 0.06 millimeters.
These soil particles will be suspended in the water which will be directed back to the
recirculation pond. It is also the understanding of the Groundwater Section that no chemicals
or other foreign substances will be added to the wash water, that no chemical substances will
be applied to the logs prior to the washing process, nor will the logs be otherwise exposed to
environments which could chemically compromise the nature of the tree bark, or the soil which
is to be washed off.
The permit application materials in the submittal package did not indicate the installation
of a liner around the inside of the 360,000 gallon recirculation pond. It is therefore possible that
this pond may have hydraulic contact with the shallow ground water environment.
Based on these understandings, the Groundwater Section recommends issuance of the permit
with the following conditions:
1. Any groundwater quality monitoring, as deemed necessary by the Division, shall be provided.

2. The COMPLIANCE BOUNDARY for the disposal system is specified by regulations in 15A
NCAC 2L, Groundwater Classifications and Standards. The Compliance Boundary is for the
disposal system individually permitted after December 31, 1983 is established at either (1) 250
feet from the waste disposal area, or (2) 50 feet within the property boundary, whichever is
closest to the waste disposal area. An exceedance of Groundwater Quality Standards at or
beyond the Compliance Boundary is subject to immediate remediation action in addition to the
penalty provisions applicable under General Statute 143-215.6A(a)(1).
In accordance with 15A NCAC 2L, a REVIEW BOUNDARY is established around the
disposal systems midway between the Compliance Boundary and the perimeter of the waste
disposal area. Any exceedance of standards at the Review Boundary shall require remediation
action on the part of the pemuttee.
