Dear Mr. Basinger,
Upon reviewing the data for the month of April 2022 and discussing the plant operations with the
WWTP Supervisor, we feel the Ammonia Nitrogen violation is due to a couple of minor changes within
the process of the WWTP. While the City of Statesville has not had any significant rain events for the
month of April, the past rain events produced some I & I issues which in turn contributed to an excess
loading of inorganic solids.
This has created a domino effect within the WWTP's ability to manage sludge as efficiently as it has in
the past. We are changing some of the process controls in the plant process and the dewatering process
to rectify these problems.
As noted in a previous NOV violation, Tracking Number: NOV-2021-LV-0445, the Fourth Creek WWTP
has funding allocated for the upcoming fy 2022-2023 budget year for an Influent equalization basin
study which is the first step to getting the EQ basin installed. This project will aid in managing flow and
Ammonia Nitrogen reduction until funds are made available for a WWTP expansion.
The City is committed to effective operations to maximize reduction of the amount of fecal coliform
distributed into the receiving stream for the Fourth Creek WWTP.

not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or
fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S.
143-215.1.
