Sorry I couldn't get back to you before you had to send the draft out I was in the field all day
I think the verbiage you included in the draft will be fine Since the areas draining both outfalls SWO11 and SWO12 are
similar in nature, and both drain a significant part of the site where industrial activities occur, I felt that it was necessary
that we at least get some background data from both outfalls at the beginning of the permit term and then we could
evaluate the -data and determine if more frequent testing is necessary The folks with Duke are agreeable to conducting
additional testing at some of the outfalls where asignificant portion of their industria[activities takes place, they would
prefer, however, to limit or reduce any testing should the results be consistent with adjacent outfalls deemed as
representative
Feel free,to call and discuss if need be I'll be here all day

Hi Mike,
I have a question on this one about the stormwater outfalls SWO11 and SWO12 Your report agreed with their request
for SWO11 to be representative of SWO12 (but with sampling at both outfalls in the first period)
When I went through the wastewater permit files, I found these outfalls were also under the NPDES wastewater permit
as outfalls 004 and'003 which I thought were discharging non-contact,cooling,water Is that,discharge not more or less
continuous? Maybe not or maybe they are not,exactly the same outfalls?
Here's what I'd written
1 Because wastewater permit NC0004979 does not include metals monitoring for the discharges through outfalls
003 and 004, the draft permit clarifies that corresponding SWO12 and SVV011 stormwater,outfalls should be
sampled for all parameters in this permit once during the first sampling:period
Given that stormwater contributes a small percentage of flow compared to the much larger, continuous non -
contact cooling water and other wastewater flows (4 5 MGD and 6 5 MGD from 003 and 004, respectively), the
potential for,contaminants to reach concentrations of'concern is probably not very high An estimate of
stormwater runoff during a large storm (6" in 24 hours) with drainage,area and percent imperviousness
showed a stormwater contribution of only ^-15% of the total discharge flow from SWO12-003 and ^-2% of flow
fromSWO11-004 [The plant does testa 24-hour composite sample from 003 for a large suite of chemicals for
NPDES wastewater permit renewal, however, that sample is usually not taken during a rain event]
The one-time sample is intended to screen for possible stormwater problems at these outfalls and confirm
negligible contribution Any benchmark exceedances would only trigger a Tier 1 response
I have no problem with the site sampling SWO11 as a regular stormwater outfall (and as a representative one after they
sample SWO12 at least once), but I want to make sure I have my facts straight In the draft permit, I required SWO11 and
SWO12 to be sampled'just one time during a rain event to demonstrate negligible contribution because I thought they'd
be sampling wastewater from these same-outfall's under the other permit Maybe that footnote isn't necessary
If you could help clarify that for me so I can make sure the draft is accurate, I'd appreciate it Thanks)

Marcia does not process NPDES staff reports, so any NPDES permit application would come to either me or Samar
Since I have been handling all of Duke's NPDES permitting for a number of years, this project -would have likely been
given tome I've asked around and to -date we have not received,the Allen SW permit application package in this office
I do have an advance copy of the, Riverbend SW permit application (sent by Robert Patterson), but nothing has come in
here yet on Plant Allen I do know the application is in-house from talking with a Duke rep last week when I did the
Marshall site visit, but we have yet to receive our copy When did you send the request down?
