There is a second pond below the recirculation pond that is designed to hold and treat stormwater from the part of the log mill site that is separate from the wet decking area. This second pond is permitted under DWQ's stormwater program. At the time of the inspection, recycle water from the upper pond was overflowing into the stormwater pond, then being discharged through the stormwater pond to the waters of the state. The upper, recycle pond should not discharge to the stormwater pond. Two feet of freeboard should be maintained at all times.
