Mr. from a garden hose for wetting logs as they move throu hg the system, and that the amount of water is minimal. During the March 1 site visit, Mr. Powell indicated they could start using the wet -decking system if needed. Cooling water used for the debarking drum flows to the recycle pond. Cooling water is considered a wastewater. Approximately 8-10 gallons of water is used per day for cooling purposes. Stormwater is also flowing to the 2006 & 2007 for illegal discharge. 3. Has the site changed in any way that may affect the permit (e.g., drainage added, new wells inside the compliance boundary, new development, etc.)? ® Yes or ❑ No If yes, please explain: In addition to the comments in #1 above: Accordingto o an April 23, 2014 stormwater inspection, "all stormwater outfalls at the chipper mill site appear to go into the wastewater recirculation pond that is in series. This is all covered under the wastewater permit." In Mr. Powell's February 12, 2016 add -info response, he indicated that the ponds were covered under the stormwater permit and that they do not recycle. S. The recycle pond can now overlow via a designed spillway to the stormwater pond The facility is not recycling water. ADDITIONAL REGIONAL STAFF REVIEW ITEMS There are no chemicals used in the chipper mill process The facility is on city sewer. The system is basically functioning as an infiltration basin. Pumps exist that will allow water from the stormwater pond to be pumped back to the recycle pond The ARO Stormwater Section consulted with the Central Office Stormwater Section for recommendations. The stormwater section would be amenable to taking over the ponds if they are properly closed out according to DEO's requirements and no wastewater is intermingled with stormwater. The facility is no longer using the wastewater recycle system (wet -decking operation). Logs are wetted with a garden hose resulting in a minimal amount of wash water. The facility is on the municipal water system and uses approximately 8-10 gallons of water per day for cooling the debarking drum. The cooling water which is considered a wastewater, log wash water and stormwater from the site all flow to the recycle pond. The recycle pond is connected to the stormwater pond via an earthen spillway. The recycle pond has a freeboard marker. Permit Condition 10. states that waters from the recirculation pond shall not be released to the stormwater pond. Page: 2
