The letter was sent via certified mail, and I picked it up on November 1", 2016. Your letter makes specific inquiry regarding the adequacy of an investigation by Powell Industries ("Powell') into a possible hydraulic connection between the stormwater pond ("Stot7nwater Pond") on the Powell Industries property and Jonathan Creek. With regard to the investigation, please be advised as follows: • After being notified by DEQ of the potential for release into Jonathan Creek, Powell Industries immediately moved a foot and a half of water from the Stonnwater Pond back into the recycle pond. • Powell engaged Gary "Mackie" McKay, a professional engineer, who built the Stot7nwater Pond, to investigate a possible hydraulic connection. Mr. McKay conf rifled that there were no pipes put in during construction connecting this pond to Jonathan Creek. Mr. McKay crawled approximately 80 feet into the pipe near Jonathan Creek. The only connection lie found was a pipe on the east side of the four lane divided highway. • Powell Industries staff and Mr. McKay conducted numerous inspections in and around the Stonnwater Pond in an effort to locate a pipe or a br aoh �R� found. gWalon d Water Resource• NOV 1 4 2016 Water ouality Regional r r • Powell Industries made its staff available during the DOT inspection. DOT could not find a hydraulic connection. • Powell Industries installed a free board marker in the pond in July, 2016 to track water levels and see if the pond was leaking. Weekly data has been collected since July 14°i. When there is 3 feet or more of Freeboard, there is no discharge from the pond. • On two occasions, Powell Industries pumped water to Pond 1, so that employees could go inside the pond to inspect the walls. Employees took picks and shovels to the walls in an effort to find a pipe or other hydraulic connection. Nothing was found. • The maple saplings at the end of the pond were removed, and their roots examined to see if the root system was causing a breach. The root systems were not growing into the pond. I trust this letter adequately and sufficiently describes Powell Industries investigation of a possible hydraulic connection between the Stornwater Pond and Jonathan Creek. The only thing I would add is that the discharge pipe to Jonathan Creek is on the opposite side of a four lane, divided highway from our facility and is at least 400 feet from our Stormwater Pond. This will also acknowledge that Powell Industries is in receipt of a letter from David Goodrich, dated November 4, 2016, regarding Powell Industries" application for renewal of the Closed -Loop Recycle System. Powell Industries is reviewing that letter and evaluating its options. Depending on the option selected, further work with respect to the Stormwater Pond may be required. Powell will submit a timely response to the November 4, 2016 letter. Please let me know if you have questions, or if you need additional information.
