9. PROJECT DESCRIPTION:
The project site is located next to 1223 Kings Landing Rd., adjacent to Topsail Sound, in Hampstead, Pender County. To
get to the site from Wilmington take US Hwy 17 N to Country Club Drive (SR 1565), in Hampstead. Turn right onto SR
1565 and continue to Kings Landing Rd approximately one mile from NC Hwy 17. Take a right onto Kings Landing Rd.
There will be a sharp right hand turn at the AIWW. The access to the boat ramp is located on the left approximately 500'
from the curve. The property measures approximately 22.4' in width and 165' in length. The current elevation of the
property ranges from 1.5' above mean sea level (MSL) at the ramp and 25' above MSL at the road. This is actually aright-
of-way dedicated for ingress and egress to the waters of Topsail Sound for the purpose of access and boat launching, as
stated in the deed. The property is adjacent to Kings Landing Rd. on the northwest side and is adjacent to Topsail Sound on
the southeast. The property is adjacent to residential properties on the northeast and southwest sides. The property currently
has a boat ramp and asphalt approach from the roadway to the water. The highground portion of the property is vegetated
primarily with lawn grasses and ornamental plants. Coastal wetlands are present at the waterward edge of the boat ramp.
However, the species are not identifiable, the area has been recently mowed or the plants have died. Judging by the
wetlands species directly to the southeast and adjacent to this area, I would guess that is was a mix of Salt Marsh Cordgrass
(Spartina alterniflora) and Bullrush (Scurpus spp). The high marsh portion of the coastal wetlands adjacent to the r-o-w
ranges from 0 to 5' in width, consisting primarily of Bullrush and some Smooth Cordgrass. The high marsh area transitions
to low marsh that consists of mainly primarily of Salt Marsh Cordgrass and varies in width from 8' to 25' .The normal high
water (NHW) line is located along the transition from high marsh to low marsh. The water depths in this area are
approximately 0' at Normal Low Water (NLW).
The Pender County Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site
are classified as SA-ORW by the NC Division of Water Quality. The NC Division of Marine Fisheries has NOT
designated this area of Topsail Sound as a Primary Nursery Area, and the waters adjacent to the proposed project are
omen to the harvesting of shellfish.
PROPOSED PROJECT:
The applicant is proposing to replace the existing boat ramp in its current location, measuring 15' in width and 75' in
length. The boat ramp would only extend 20' into the water at low tide. The applicant is also proposing to place rip-rap
material on the northeast side of the boat ramp to help stabilize the slope. The proposed rip-rap would measure
approximately 5' in width by 10 feet in length. The applicant is also proposing a 5' x 10' access pier to a floating dock that
would measure 5' in width by 15' in length, located on the northeastern side of the boat ramp. Also, maintenance
excavation is proposed of an existing access channel. This would be accomplished by mechanical means using bucket to
barge. The entire area would measure approximately 350' in length and 30' in width to a final depth of-3' @ NLW. The
dredged material is to be hauled off-site by barge to a property on Lewis Rd and unloaded and placed on highground a
minimum of 30' from NHW.
10. ANTICIPATED IMPACTS
The proposed excavation would result in the disturbance of approximately 10,150 ft.z of shallow bottom and the removal of
approximately 350 ft.2 of coastal wetlands. The boat ramp would result in the removal of approximately 200 ft.2 of coastal
wetlands. The proposed pier would incorporate approximately 75 ft.z of estuarine waters and public trust area. The pier and
floating dock would extend into a waterbody measuring approximately 45' in width and the proposed water depths at the
end of the structure would be approximately -3' @ NLW.

NARRATIVE
For
Topsail Heights Landing
There are 54 lots in the Topsail Heights Subdivision (see the attached plat and deed) that
have deeded water access to the waters of Topsail Sound. This deed was recorded on
November 27, 1974. Once this access was recorded, a boat ramp was built and an
existing canal/channel was dredged. The Topsail Heights Subdivision is now requesting
to re-dredge the canal/channel, replace the existing concrete ramp with a 15' wide
concrete ramp, resurface the existing drive, and build a small (S' wide, 15' long) tie-off
dock on this 22.43-foot wide access.
Topsail Heights Landing has contacted Coastal Dredging to perform the re-dredging and
to replace the existing concrete boat ramp. Coastal Dredging's method of dredging is
with an excavator and a barge. The dredged material will be hauled away by a barge to
an approved site. The estimated amount of dredged material is 1000 cubic yards.
Since the original boat ramp was constructed in the 1970's, the canal/channel has filled in
with extensive amounts of silt. Recently, this has limited the use of this facility.
Currently, only very small watercrafts (kayaks, personal watercrafts,) can be used at high
tides. Due to not being able to use this existing boat ramp, some small amounts
(200 S.F.) of coastal wetlands have formed around the boat ramp and to the South
(300 S.F.) of the boat ramp. Please find attached a 2003 aerial photograph printed from
the Pender County GIS system. As shown in this aerial, the water just 4 years ago
extended approximately 80' feet to the South of the proposed boat ramp. This
community is also requesting to re-dredge 25' feet to the South of the proposed ramp and
dock as shown on the plans.
This community realizes the great importance of this access. After several meetings, we
have agreed to rehab this facility, depending on this major permit. Only the residents,
family, and friends of Topsail Heights will be allowed to use this facility as stated in the
deed.
I, Chad Kimes, as a duly Registered Professional Engineer in the State of North
Carolina, having been nominated to represent the Topsail Heights Landing project, will
personally oversee all of this proposed work. I am also certified in Erosion & Sediment
Control Level III-A (# 181) and Erosion & Sediment Control Level III-B (#204). If there

The purpose of this project is to re-dredge the existing channel/waterway (1000c.y.), replace the existing concrete ramp with
a 15 foot concrete ramp and to build a small dock(15') to tie up boats while parking the trailer. The use of this facility is for
boat/watercraft launching. Daily operations will be boat launching.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
There will be one excavator and one barge. Once excavated, the dredged material will be barged to an approved site.
Please see the attachment. Once dredged, the existing concrete ramp will be removed and a 15' ramp will be poured. Then,
we will proceed with the dock.
