PROJECT INFORMATION Project No: County: Sampson WBS No: 43942 Document: Minimum Criteria Checklist F.A. No: Funding: State Federal Federal Permit Required? Yes No Permit Type: NWP 14 WQC 3886 Project Description: Improve NC 24 (Turkey Hwy.) at SR 1232 (Railroad St.) in Clinton. Area of Potential Effects (A.P.E.) is approximately 763 meters (2,500 ft.) long. The project proposes symmetrical widening on NC 24 for 1.4 meters (4.5 ft.) on each side of the existing road. Design plans provide. State- funded; Federal permits required; permanent easements required. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Review included examination of a topographic map, an aerial photograph, the Sampson County soil survey, and listings of previously recorded sites, previous archaeological surveys, and previous environmental reviews at the Office of State Archaeology (O.S.A.). The topographic map (Clinton South, N.C.) shows the A.P.E. is on an upland flat with one creek crossing (Rowan Branch). Upland flats have a low to moderate potential for prehistoric archaeological sites. The stream appears to be very small. High ground next to streams can have a higher potential for archaeological sites. A railroad runs along the south side of NC 24. Most of the A.P.E. on the south side of the road is the narrow strip of land between the railroad and NC 24. There are several structures along the road. The soil survey shows the soil in the A.P.E. is (from west to east), well-drained Norfolk loamy sand (0- 2% slopes), poorly-drained Rains sandy loam, and well-drained Goldsboro loamy sand. The aerial photograph shows the landuse in the A.P.E. is a mix of residential and commercial development and undeveloped (pasture?). The railroad bed (still in use?) is visible along the south side of NC 24. Most of the north side of the road appears to be disturbed by residential front yards or commercial parking lots. A review of information at the O.S.A. shows no previously recorded archaeological sites within or adjacent to the A.P.E. The A.P.E. has not been previously surveyed for archaeological sites. Several projects within or adjancent to the A.P.E. have been reviewed by the State Historic Preservation Office (HPO). Some kind of utility line along NC 24 has been reviewed (CH 04-1968). A tract along the south side of NC 24 was reviewed (ER 87-7429[8201]). Another utility line (?) near the east end of the A.P.E. has been reviewed (ER 07-0804). No archaeological surveys were recommended for any of these projects. 14-02-0021 “No ARCHAEOLOGY SURVEY REQUIRED” form for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 1 of 5 Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The A.P.E. consists of a small area on each side of NC 24 in Clinton. It is located on an upland flat landform with a low to moderate potential for prehistoric archaeological sites. The A.P.E. does include one small stream crossing (Rowan Branch) but it is near the head of the stream. The south side of the A.P.E. consists of a narrow strip of land between NC 24 and a railroad (still active?). The north side of the A.P.E. is disturbed by several residential and commercial front yards. Several projects within and adjacent to the A.P.E. have been reviewed by HPO. No archaeological survey was recommended for any of them. I got on the EFH mapper and it pulled up a layer in this area referencing the Longfin Inshore Squid. Please advise whether NMF has any concerns with this project. This project would add drainage structure in Rowan Branch and a UT to Rowan Branch. I was very surprised to see apparent EFH up in this area. After seeing the layer on the mapper, I am compelled to consult with you. Please also see a screenshot of the results from EFH mapper. Please advise.
