HomeMy WebLinkAbout20140584 Ver 1_Application_20140606Alamance County Br# 000151 SR 2307 Staley Store Road Over Greenbriar Creek The project consists of replacing 31 foot long Structurally Deficient Bridge that has a Sufficiency Rating of 20.7 in Alamance County. The current structure was constructed primarily with timbers in 1955. Timber structures typically have a life span of 50 years and this structure is 59 years old and has reached the end of its life cycle. The proposed structure consists of a precast single span of 27 feet by 6 feet high bottomless culvert. This structure meets the hydrological requirements of the drainage area without significantly altering the FEMA Flood studies. The use of this type of precast structure will reduce the construction time from 120 days to 90 days as compared to that of a bridge. Precast culverts have lower construction and maintenance cost over the life cycle of the structure as compared to a bridge. When site conditions allow a bottomless culvert is the preferred structure of choice due to the lower overall cost and minimum construction time while still maintaining the integrity of the stream bed. Current budget constraints require us to take the most economical option that meets environmental and safety concerns. Typically the length of a bridge will be much longer than that of a culvert. Increasing the bridge length creates several issues that must be overcome. If a bridge is utilized there must be at least four feet of clearance under the bridge to allow access for maintenance workers at the abutment. In areas where culverts are recommended this requires us to raise the roadway grade which also increases the impacts due to the increased fill slopes. Raising the roadway grade also affects the FEMA Flood Plain Mapping. In turn we cannot meet the requirements of the Memorandum of Agreement (MOA) with FEMA. If the new bridge cannot be sized to meet the requirements of an MOA then map revisions need to be performed for FEMA. First through a CLOMR (Conditional Letter of Map Revision) then a LOMR (Letter Of Map Revision). NCDOT works very hard to make sure the replacement structure meets the requirements of the MOA. Smaller streams in the Piedmont area are often best suited for culverts to minimize raising the roadway grade. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Review of HPO quad maps, HPO GIS information, historic designations roster, and indexes was undertaken on June 19, 2012. Based on this review, there are no existing NR, SL, LD, DE, or SS properties in the Area of Potential Effects, which is 75' from each side of the centerline and 300' from each end of the bridge. Based on Alamance County GIS/Tax information, there are no structures over fifty years of age within the APE. A one-and-half story frame outbuilding is located on the east side of the bridge 155' from the end and 16' south of the road. The outbuilding is located on a parcel containing a c. 1992 house (PIN 8756465509) and appears to be less than fifty years of age. The structure is not National Register eligible. There are no National Register Eligible or Listed properties within the APE, and no survey is required. In addition, Bridge No. 151 is not NR eligible based on the NCDOT Historic Bridge Inventory. If design plans change, additional review will be required. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE.• HPO quad maps and GIS information recording NR, SL, LD, DE, and SS properties for the Alamance County survey, Alamance County GIS/Tax information and Google Maps Street View are considered valid for the purposes of determining the likelihood of historic resources being present. The bridge will be replaced along the existing alignment with an off-site detour utilized during construction activities. Minor ditch-line impacts are anticipated. The archaeological Area ofPotential Effects (APE) for the project measures 600ft. in length (300ft. from each bridge endpoint) by 150ft. in width (75ft. laterally from each side ofthe SR23 0 7 center-line. SUMMARY OF CULTURAL RESOURCES REVIEW Briefdescription ofreview activities, results ofreview, and conclusions: A map review and site file search was conducted at the Office of State Archaeology (OSA) on Thursday, June 21, 2012. This work revealed the location of several previously recorded archaeological sites a couple of miles northwest of the project area. Documented during survey for the proposed Liberty, NC wastewater facility site (Cooper & Cooper 1981), a total of ten prehistoric sites and 1 historic site (log cabin) were recorded. The aboriginal components consisted of both formal and informal tools, utilized and waste flakes, exhausted stone cores, and in one case (31RDSO), a few ceramic sherds. No additional work was required of these eleven (11) sites, though the report's author suggested possible community interaction (surface collecting for later public display & relocation of the log cabin) regarding two of the sites. A cross-check of National Register of Historic Places (NRHP), State Study Listed (SL), Locally Designated (LD), Determined Eligible (DE), and Surveyed Site (SS) properties utilizing resources available on the NCSHPO website determined that none of the above designated properties were located within or directly proximal to the APE. Topographic maps, historic maps, USDA soil survey maps (Cd, LbB2, Dde), archaeological/historical reference materials, and aerial photographs were inspected by the cultural resource specialist to evaluate both environmental and cultural factors that may have led to prehistoric/historic occupation of the APE. The Google Street View map application was also used to lend a first-hand, on-ground perspective of the land surfaces within and surrounding the APE to assess the level of impacts and disturbances that may have resulted in the degradation or destruction of formerly unknown archaeological deposits within the project construction footprint. BriefExplanation of whythe available information provides areliable basis for reasonably predicting that there are no unidentified historic properties in the APE: Currently proposed as an in-place replacement, the project is unlikely to disturb the areas beyond the existing and disturbed right-of-way. As such, significant and meaningful archaeological deposits eligible for listing on the NRHP will not be affected by the construction work. The impacted nature of the SR2307 right-of-way, and those areas bordering or proximal, hold no potential for the recovery of intact archaeological features. No further work is recommended for this rural, state-funded bridge replacement as proposed.
