Jerry,
If the project is going to be let in 2022, I am comfortable letting the No Effect conclusion for small-
whorled pogonia stand without a new survey because the habitat is very poor and very limited. However,
the endangered Schweinitz's sunflower was recently discovered in Guilford County, and we have it listed
in a portion of the county, to include where this project is. Therefore, a survey should be conducted for
this species. The appropriate time frame to survey for Schweinitz's sunflower is late August - October.
