Pre-Construction Meeting with NCDOT, Agencies, Contractor and EPR
June 8, 2022
ROW File Discrepancy
The Contractor noted approximately a 20-ft shift in the R-3300 ROW boundary that bisects the mitigation
property during initial layout and installation of the stockpile located within the R-3300 ROW. EPR
investigated and determined that the R-3300 ROW CADD file being used was an older CADD file. After
referencing in the current R-3300 ROW file, EPR checked for major discrepancies within the permit
drawing and the entire plan set (design and erosion control). EPR did not find any major issues that could
not be adjusted in the field. The R-3300 ROW discrepancy was discussed with all groups in attendance at
the pre-construction meeting held on-site on June 2, 2022. The agency personnel present requested that
an email be distributed summarizing the discrepancies and for the project plans and permit drawings to
be corrected.
Below is a summary of these changes:
Permit Impact Drawing
NCDOT’s revised permit drawing is showing values slightly lower than the impacts calculated with the
older, incorrect R-3300 ROW boundary. A new permit drawing has been prepared and will be provided to
the regulatory agencies.
A description of these changes is described below:
• Tributary Fill Impacts reduced to 5.489 acres from 5.506 acres originally.
• Temporary Stream Impacts (Culvert Removal) associated with FSI (Perennial RPW) were added to
the permit drawing in a table. Using the agencies recommendation, 5-ft upstream and
downstream was added to the impact area calculation. Banks will be graded to a 3:1 slope (min)
and stabilized coir fiber matting and vegetation in the culvert removal areas. A total of 0.052 acres
of temporary stream impacts are associated with the removal of 6 culverts.
• Temporary Wetland Impacts by Clearing and Grubbing were slightly reduced after identifying
three clearing and grubbing areas that should not have encroached on the wetlands. These
reductions accounted for 0.018 acres, bringing the temporary wetland impacts by clearing and
grubbing down to 78.463 acres from 78.481 acres originally.
• Temporary Wetland Impacts by Grading did not change, and the values shown are very
conservative and were determined using the limits of disturbance.
Quantity Descriptions
Clearing and Grubbing – The clearing and grubbing boundary was adjusted to the R-3300 ROW and Beane
Tract Boundary where necessary. The overall clearing and grubbing acreage did not change and is still
approximately 154 acres. There will be new areas that will need to be cleared and grubbed but there is
no additional acreage. The revised plans will be provided to the Contractor and the regulatory agencies.
Road removal (Ripping) - Values were already conservative including all of Road 5A even though the ROW
portion is not planned for removal. Values associated with the ROW shift essentially offset each other. No
effect for the Contractor.
Road removal (Disking) - Values were already conservative including all of Road 6 even though the ROW
portion is not planned for removal. Values associated with the R-3300 ROW shift essentially offset each
other.
Ditch Plugs - The two ditch plugs proposed near the R-3300 ROW will need to be field adjusted to account
for the current ROW location (shift plug west in ditch accordingly with ROW and follow original intent).
The quantity and level of work does not change.
ROW Stockpile Area - The stockpile area proposed for the R-3300 ROW will need to be adjusted to fit
within the current ROW limits. There is enough room to reestablish a stockpile with the original area
(capacity). All wetland areas will be delineated with safety fence within the R-3300 ROW and will not be
disturbed.
Mitigation Values
All mitigation values either remained the same or slightly increased following the adjustment to the ROW
boundary. However, NCDOT is not proposing to amend the mitigation values presented in the Beane Final
Mitigation Plan.
