PROJECT DESCRIPTION The proposed project is located between 3442 and 3472 Marina Drive SE, near Bolivia in Brunswick County, adjacent to the Lockwoods Folly River. To reach the project area, travel south on US Hwy 17 to the intersection with NC Highway 211 near Supply, NC Turn left onto NC Hwy 211 and travel approximately 5.5 miles to Sunset Harbor Road. Turn right onto Sunset Harbor Road and travel approximately 4.4 miles to Folly Drive SE which is the gated entrance to River Run Plantation. A gate code can be obtained at the office located on the right hand side of the road Turn right onto Folly Drive SE and travel approximately 0 3 miles to Marina Drive SE. Turn left onto Marina Drive SE and travel approximately 0.4 miles. Turn left onto the unnamed street -- - -- located -between- 3442and- 3472-1MIarina Dr -SE Th-e projecf site -is located at the end -of this-unnamed road. The project site is a 2.15 acre parcel of land which is currently being used as the community boating facility and consists of a boat ramp, fishing pier, floating dock and a free standing bulkhead located underneath the pier for the River Run Plantation Subdivision. The property is bordered by the Lockwood Folly River to the west with approximately 272 linear feet of shoreline and is surrounded by residential property to the north, south and east. The application states that the high ground portion of the site has an average elevation of approximately 5 feet above normal high water (NHW) Upland vegetation consists of lawn grasses and landscape shrubs. The high ground then transitions to a band of mixed vegetation along the shoreline consisting of Wax Myrtle (Myrica cernfera), Sea Oxeye (Bornchla frutescens), Salt Meadow Grass (Spartina patens), Glasswort (Salicornla spp ) and transitions to low marsh vegetated primarily by Smooth Cordgrass (Spartina alternrflora) A small area of Smooth Cord Grass (Spartina alterniflora) measuring approximately 2 feet in width by 10 feet in length has volunteered within the boat basin footprint, likely due to siltation and shallow water depths within the basin. CAMA Mayor Permit #61 -80 was issued to Ocean Side Corporation authorizing the construction of a bulkhead and access pier and the excavation of a high ground boat basin and access channel to a final depth of -3 feet at Mean Low Water (MLW) The field investigation report by Rob Moul dated 04/17/1980 states that the proposed access channel would connect to "the terminal end of an existing dredged access channel (Sunset Harbor). The Sunset Harbor channel is 40 ft wide running from the AIWW parallel to the existing subdivision docks and ending at the southern boundary of the applicant's property " DCM staff have been unable to locate the permit authorizing the Sunset Harbor access channel. CAMA Major Permit #19 -10 was issued to the River Run Plantation POA authorizing the replacement of the existing pier, floating dock, free standing bulkhead and the maintenance excavation of the existing boat basin and access channel to a final depth of -2 feet below the low water level The final depths were based on the existing depths of the connecting waters at the time of review The Brunswick County Land Use Plans classifies the upland areas of this project as Residential. The waters of the Lockwoods Folly River in the vicinity of the project area are classified SA, HQW by the NC Division of Water Quality. The Division of Marine Fisheries has not designated this area as Primary Nursery Area and it is not open to the harvesting of shellfish. 10. PROPOSED PROJECT The applicant is requesting mayor modification to CAMA Mayor Permit #19 -10, by proposing to conduct maintenance excavation of an existing boat basin and to expand the existing access channel. The proposed boat basin excavation would be located within the existing footprint, measuring approximately 60 feet in width by approximately 60 feet in length. A small area of Smooth Cord Grass (Spartina alternIflora) measuring approximately 2 feet in width by 10 feet in length would be excavated from within the boat basin. The proposed access channel expansion would measure approximately 1,500 feet in length and 25 feet in width. River Run Plantation POA Page 3 The proposed access channel expansion would reestablish the access channel authorized by CAMA major permit #61 -80 and would also reestablish the water depths within a portion of the dredge channel for the Sunset Harbor Subdivision. The applicant has stated the waters depths outside of the existing basin and within the access channel are approximately 0.0 feet MLW to +1.0 feet at MLW. CAMA Major Permit #19 -10 authorizes the excavation of the boat basin to -2.0 feet a MLW and would essentially allow for dredging to a depth greater than the connecting waters. The applicant is proposing to excavate to the originally permitted depth (CAMA Major Permit #61 -80) and to expand the currently permitted (CAMA Major Permit #19 -10) dredge footprint to meet the--3.0 feet MLW contour-of-the-existing channel. As proposed the disposal area would be located on the high ground and would measure approximately 400 feet in width by 200 feet in length and contained by a silt fence. 11. ANTICIPATED IMPACTS The proposed dredging would result in the excavation of approximately 41,100 square feet of shallow bottom and approximately 20 square feet of Coastal Wetlands. The spoil disposal would result in approximately 80,000 square feet of high ground disturbance. Minor increases in turbidity should be expected, but if construction is timed to avoid periods of peak biological activity; impacts should be minimal. The community consists of approximately 200 single - family homes with community water access via the neighborhood's existing boat ramp /marina basin located on the eastern bank of the Lockwood Folly River (Figure 1). The existing boat ramp facility consists of a small concrete boat ramp, fishing pier, and floating dock as shown within Figure 1. The facility originally provided community members water access to downstream reaches of the Lockwood Folly Rivers Atlantic Intracoastal Waterway (AIWW), and Atlantic Ocean via a small access channel connecting the facility to deeper water (Figure 2). Since original construction, the connecting access channel has experienced significant shoaling which has effectively limited access to only periods of high water. The proposed project seeks to re- establish adequate water depths for use of small vessels including small motorized boats, small sailboats, and kayaks /canoes. The proposed work includes dredging the existing basin and access channel as designated within the included project drawing (Appendix) and consists of removing approximately 4,900 cubic yards (cy) of bottom sediments that have infilled the basin and access channel. Permit #61 -80 authorized excavation of the original basin and connecting access channel to a depth of -3.0 (MLW). A later maintenance permit #19 -10 authorized excavation of the existing basin to a project depth of -2.0 (MLW). The permit did not include outer portions of the connecting access channel where depths currently range from 0.0' (MLW) to +1.0' (MLW). Under the existing permitted scenario, the community is authorized to excavate a basin which is deeper than connecting waters and virtually useless from a navigational perspective. Major Permit #19 -10 and associated drawings are included within the Appendix of this document for reference. The proposed project seeks to provide water access to community members by excavating the original basin and connecting access channel to a depth of -3.0' (MLW). The proposed project dimensions include a 60' x 60' basin and 1,500' x 25' access channel. The proposed project grade is -3.0' (MLW) and was designated based upon the original project depth and existing water depths of the connecting channel. The proposed project does not seek to expand or change the authorized existing footprint of the facility. Due to lack of maintenance within the existing basin and subsequent shallow water depths, a small stand of spartina alterniflora has encroached River Run Plantation R EC; E i fir. The proposed work includes removal of an approximately 2' x 10' area of sparse marsh grass located within the boat ramp basin. Excavation operations will be executed via mechanical (bucket and barge) dredging due to the lack of viable disposal options near the project site. Material excavated from the basin will be immediately placed on a barge and transported to the boat ramp located onsite. Unloading of the material from the barge will occur at the boat ramp and be conducted using a tracked skid steer for the transport of material from the barge to awaiting sealed dump trucks located on the upland parking area for the facility. Material will then be transported to the disposal area located approximately 2.5 miles from the project site.
