In our mitigation plan for the project, we proposed doing streambed substrate sampling in MY5 and 7. "Streambed Material Condition and Stability: Representative streambed material samples will be collected in monitoring years 5 and 7 at riffle locations in restored stream reaches. The post -construction riffle substrate samples will be compared to the riffle substrate data collected during the existing conditions assessment. Any significant changes (e.g., aggradation, degradation, embeddedness) will be noted after streambank vegetation becomes established and a minimum of two bankfull flows or greater have been documented. If changes are observed within stable riffles and pools, additional sediment transport analyses and calculations may be required." We would like to propose not collecting these sediment samples. Many of our recent reports for DMS have stopped requiring us to do so. Would you prefer we collect the sediment samples in MY5 and 7 or are you okay with us not doing them? RESTORING THE ENVIRONMENT, Meeting Minutes Upper Rocky Mitigation Project, SAW-2015-01816 Subject: NCIRT As-Built/MYO Site Meeting Date Prepared: June 10, 2022 Meeting Date and Time: June 8, 2022 at 10:15 am Meeting Location• Upper Rocky Mitigation Project (Mecklenburg County, NC) Attendees: USACE: Kim (Browning) Isenhour and Casey Haywood (NCIRT) NCDEQ DWR: Erin Davis (NCIRT) WLS: Daniel Ingram, Cara Conder, Emily Dunnigan, and Christopher Tomsic These meeting minutes document notes and discussion points from the North Carolina Interagency Review Team (NCIRT) As-Built/MYO Site Visit for the Upper Rocky Mitigation Project (Yadkin River Basin, CU 03040105). The site is located in Mecklenburg County, near Cornelius, North Carolina. The meeting began at 10:15 am with a project overview and discussion of issues during MYO on site. After the short discussion, attendees toured the project site to review existing conditions. The project site review notes are presented below in the order they were discussed/visited. General Erin stated the report and planted species list were good. She appreciated the photos and soil table. She asked for pre -construction well data to be included in the MY1 report. Emily responded that the pre -construction well data will be included in the MY1 report. Erin noted that reach R5 was redlined in the plans, and it was difficult to tell if any structures changed. Cara responded that R5 shifted horizontally due to a construction/survey error and that's why the whole channel is red, but the original structures are below that in black. The designers and construction crew decided not to rebuild R5 due to stability concerns. Chris could not recall any structure changes on R5. • Group started by walking down R1 on the greenway. • Casey asked if the easement was going to be marked with rocks along the greenway. Emily responded that it will not be marked with rocks, we are waiting on the greenway to be completed before marking with t-post easement signs. • Erin asked if invasives had been inventoried on the left floodplain of R1. Emily responded that they have and they are mostly privet and autumn olive. RESTORING THE ENVIRONMENT. • Kim asked if we anticipate any issues using wood structures on R8 since it's an intermittent stream. Chris responded R8 is always flowing and doesn't anticipate the structures will be out of the water for long periods of time leading to degradation/failure. • Erin advised to treat cattails early in any BMPs and wetland crediting areas to prevent monocultures. Emily responded that WLS doesn't anticipate cattails establishing in the stream channels due to heavy flows and the cattails in BMPs and wetlands will be treated as needed. • Casey asked that WLS complete a random veg plot in the BMP/floodplain depressions along R1 sometime during monitoring to document vegetation. • Kim stated that she would prefer a vegetated stormwater wetland type BMP rather than open water. But she understands it is early in monitoring and anticipates vegetation will establish, especially as sediment increases in the pool. Daniel responded that WLS will do a random veg plot in those areas sometime during the seven years of monitoring. • Kim asked for an additional photo point behind the neighborhood sign off Bailey Road to document any possible future encroachments. Daniel responded that a photo point will be added. • Kim noted a wetland seep causing bank sloughing on R3 and to make a note of those in reports. Emily responded that WLS will make note of those in the future and that area will be livestaked soon to prevent further erosion. Summary • Meeting minutes to be emailed to Kim for review and included in the MY1 report. • Kim would like to visit the site after MY2 report is submitted to see how the wetlands are establishing/maintaining. Cara mentioned the soil scientist said it might take a few years to reach the target hydroperiod in the wetland re-establishment areas. • Kim requested veg plots be completed in any areas that are proposed for possible wetland credits (non-hydric soil). Emily responded that random veg plots will be done in those areas once they have been determined to be potential creditable wetland areas, likely not until MY3. • Kim asked for additional photo points in high traffic areas near the greenway to document any possible encroachment. Emily responded that additional photo points will be added along the greenway.
