On August 10, 2018, the Wilmington Regional Office of the Division of Energy, Mineral and Land Resources
received and accepted a complete minor modification application for a redrawing of the drainage area boundary line
and for the construction of a net additional 110,358 square feet of BUA associated with the FBO #2 Area, located
within the approved drainage area of the Extended Dry Detention Basin # 1 permitted under Stormwater Management
Permit Number SW8 050547. The net amount of drainage area is unchanged. With this approval, there is 2,448,004
square feet of leftover BUA for additional future development.
It has been determined that the nature of the proposed change rneets the definition of a minor modification in that it
does not result in an increase in the size of the permitted stormwater control measure (SCM) and does not increase the
net amount of permitted built -upon area. Please refer to Attachment 1 for a detailed description of the current
proposed minor modification, .a list of all the past modifications approved during the effective period of the permit,
and the remaining BUA balance for future development. We are forwarding you an approved copy of the layout and
grading plans depicting the FBO #2 changes for your files. Please add the attached plans to the previously approved
plan set.
Please be aware that all terms and conditions of the permit issued on November 29, 2012, remain in full force and
effect. Please also understand that the approval of this minor modification to the subject State Stormwater Permit is
done on a case -by -case basis. Any other changes to this project must be approved through this Office prior to
construction. The approval of this minor modification does not preclude the permittee from complying with all other
applicable statutes, rules, regulations or ordinances which may have jurisdiction over the proposed activity, and
obtaining a permit or approval prior to construction.

The Wilmington International Airport is purposing a project to make a site ready for a
second FBO or other compatible development in the North General Aviation site north of
Hall Drive/Customs facility, east of Trask Drive and south of the Airport Snow Maintenance
Facility. Existing Airport owned .roads (Flightline Road and Anna Pennington Lane) that
connect to the North General Aviation Apron will be relocated to accommodate larger size
corporate hangars and possible FBO facilities. This project will remove existing pavement
and construct the new development.
Currently, the site drains toward Acorn Branch. The new development will collect and
direct stormwater runoff into an existing pipeline along the eastern edge of Trask Drive; the
existing drainage system that conveys stormwater to Extended Dry Detention Basin #1 and
the associated pre-treatment swales (Airport's existing Regional BMPs under Stormwater
Permit No. SW8 050547). The basin and pre-treatment swales have been previously sized
and permitted for future allocations. This development will utilize 110,358 square feet of
that future BUA allocation.
Based on the approved permit SW8 050547, a portion of this project's proposed drainage
area is within the 'overall basin map'. The overall basin drainage map will be revised to
include the portion of the project currently not included and reduced in the northern
section. The overall drainage area and impervious totals will remain the same.
Attached is a list of the project's drainage areas containing existing and proposed built -upon
area. T hese areas are shown on Exhibit Al.
Exhibit A was included in the permit revision dated June 29, 2016. This project will revise
three areas labeled TL-1, Ti_-2, and B-4. The remaining areas will remain the same.
Exhibit B was included in the permit revision dated August 4, 2015. This project will revise
two areas labeled B-5 and B-6. Areas B-1, B-2, B-3,and B-4 were previously revised on June
29, 2016.
