On June 10, 2015, the Wilmington Regional Office received a plan revision for Stormwater
Management Permit Number SW8 050547. The revisions include the following specific changes:
The rehabilitation and expansion of the North General Aviation Apron with the addition of a total
of 32,453 square feet of built -upon area. Runoff from this built -upon area is permitted to be
treated in the previously permitted Extended Dry Detention Basin (EDDB).
2. Pre-treatment for the project will be provided by the grassed swale pre-treatment areas
approved under the November 29, 2012 permit modification, therefore, no additional on -site pre-
treatment devices are required for this project.
3. The grassed pre-treatment swales were certified on July 24, 2015 as being built within
substantial compliance and intent of the approved plan.
4. Phase II of the EDDB was certified on July 10, 2015 as being built within substantial compliance
and intent of the approved plan. This includes the 72" RCP that will serve to collect the runoff
from this project and convey it to the EDDB for treatment.
5. After this project, a total of 3,141,214 square feet remains available for future development
within the Phase I & II EDDB drainage area.
It has been determined that a formal permit modification is not required for the proposed changes. We
are forwarding you an approved copy of the revised plans for your files. Please add the attached plans
to the previously approved plan set.
Please be aware that all terms and conditions of the modified permit issued on November 29, 2012,
remain in full force and effect. Please also understand that the approval of this revision to the
approved plans for the subject State Stormwater Permit is done on a case -by -case basis. Any
other changes to this project must be approved through this Office prior to construction. The
issuance of this plan revision does not preclude the permittee from complying with all other
applicable statutes, rules, regulations or ordinances which may have jurisdiction over the proposed
activity, and obtaining a permit or approval prior to construction.

North General Avation Apron Pavement Rehabilitation, Stormwater Improvements, and Apron Expansion project
at Wilmington International Airport
As previously discussed in the project scoping meeting on February 19, 2015, the airport is beginning the initial
work necessary to be able to provide a second Fixed Base Operator (FBO) on the north side of the airfield. This
project will allow for rehabilitation of some existing aircraft parking apron pavement and installation of drainage
infrastructure to accommodate this future development.
Project Narrative:
Please see the attached Exhibit 'Project Area Map' for the Items listed below:
Item 1: The project will consist of rehabilitation of the existing 1940's era concrete aircraft parking apron. The
rehabilitation effort will include construction of an overlay of the existing concrete pavement. This rehabilitation
effort will also remove portions of existing pavement that will not be replaced, resulting in a decrease of the
existing built upon area. The apron currently drains to inlets located within the pavement area and the collected
stormwater is conveyed via drainage pipes to an existing ditch. Please see attached Exhibit 'A' showing the
removal of the existing pavement.
Item 4: As part of a bid alternative, the airport will be removing the existing hangar building where aircraft
currently park. This bid alternative will remove the hangar slab and construct concrete pavement in the location of
the existing concrete slab along with placing concrete pavement in the grassed areas east and west of the hangar
for aircraft parking. The built upon area constructed in the existing grass area will be more than offset by the
removal of existing concrete pavement located adjacent to and immediately west of the apron rehabilitation area.
Drainage patterns from this apron area will not change and the apron area will drain to the same drainage ditch as
it does today. As there is a decrease in BUA and the area will drain as it does historically to the same ditch, no new
BMPs are proposed. Please see attached Exhibit'A' showing the removal of the existing pavement and installation
of new pavement.
Items 2 & 5: Along the western edge of the apron, a new storm drain system (Item 2 - shown in red) will be
installed both to bring the apron into compliance with current National Fire Protection Association (NFPA)
standards and to allow for filling of the ditch (Item 5) for redevelopment of the area between the apron and Trask
Drive. Stormwater collected in the new drainage pipe (Item 2) will be conveyed to the existing ditch located north
of the apron being rehabilitated.
Based on our discussions February 19, 2015, Items 1, 2, 4, and 5 will be a Plan Revision covered under existing
Stormwater Master Plan Permit No. SW8 040836.
Item 3: In preparation for the future redevelopment, new drainage pipe (shown in blue) will be installed along the
eastern edge of Trask Drive. The drainage pipe will be connected to the existing drainage system that conveys
stormwater to Extended Dry Detention Basin #1 and the associated pre-treatment swales (Airport's existing
Regional BMPs under Stormwater Permit No. SW8 050547). Based on the approved permit SW8 050547
modification November 29, 2012, the proposed pipeline and drainage area are within Paramounte's'overall basin
map' (map attached with location of Item 3 shown). This system will be primarily utilized to drain the future
redevelopment with the potential for minor connections to the proposed drainage inlets. The future
development is anticipated to include hangars, hangar taxilanes and FBO terminal building in this area. The
pipeline will consist of one manhole and five drainage inlets. The inlets will be collecting a minor amount of runoff
as shown on Exhibit'B'. Due to the minor increase of impervious area (0.75 acres) draining to the existing BMP, a
Plan Revision covered under existing Stormwater Permit No. SW8 050547 is being submitted for this system.

Existine Conditions
The project site consists of developed Airport land, both inside and outside the security fence
that divides the `airside' from the `landside'. The project area is bounded by Trask Drive to the
West, Taxiway 'A' to the East, the International Terminal (Customs Ramp) to the south and the
old Piedmont Hangar and FedEX ramp to the north. The project area is located entirely on
Airport property.
The project area inside the airport security fence consists of the following existing uses:
e Existing North GA concrete apron for parking of general aviation aircraft.
a Existing Customs apron and Taxiway A
a Existing aircraft storage hangar and existing GA terminal building
a Existing grassy area along west edge of apron
The project area outside the secure perimeter fence is the former location of rental car service
facilities. These facilities have been vacated by the tenants, and will be demolished by the
Airport.
No wetlands are present within the project area limits.

The Airport is currently covered by State Stormwater Master Plan Permit No. SW8 040846. The
Airport's largest extended dry detention basin and related facilities are covered under a separate
State Stormwater Permit No. SW8 050547. S

Proposed Improvements
The primary goal of the project is to enable two fixed base operators (FBO) to operate in
substantially similar facilities at the north side of the Airport. This project will begin the
infrastructure improvements to the proposed FBO area, including rehabilitation of the existing
WWII -era concrete aircraft parking apron (or "ramp"), installation of primary drainage
infrastructure, and apron construction at the location where a hangar exists today.
See attached Figure for the plan view of the proposed project area.
Proposed Actions to be completed as part of this project include:
• Maintenance activity will include rehabilitation of the existing concrete North General
Aviation Apron pavement. The rehabilitation effort will include a concrete overlay of the
existing concrete pavement with provisions for full depth replacement as needed to
transition to adjacent airfield pavement grades.
• Apron Construction to the north once the existing hangar is demolished by the Airport in
the Summer of 2015.
• Along the western limits of the rehabilitated apron, new drainage infrastructure will be
constructed to collect and convey stormwater runoff from the rehabilitated apron to the
north. The new drainage system will outfall into an existing drainage ditch, consistent
with existing apron drainage patterns.
• West of the existing apron and east of Trask Drive, a new storm drainage system will be
installed to collect stormwater runoff from the Future GA Re -development Area and
convey water to the existing Extended Dry Detention Basin #1. Work in this area also
includes modification of the existing ditch west of the North GA Apron.
