HomeMy WebLinkAbout20110512_Merger Process Documentation_20140425 NEPA/404 MERGER CONCURRENCE POINTS3 & 4A TIP PROJECT NO.R-2511 WBS No.35494.1.1 US 17 FROM NORTH OF NC 171 TO MULTI-LANES SOUTH OF WILLIAMSTON BEAUFORT AND MARTIN COUNTIES SUMMARY INFORMATION Meeting Purpose CP 3 —To select the Least Environmentally Damaging Practicable Alternative (LEDPA) Project Description R-2511 involves widening existing US 17 from north of NC 171 in Beaufort County to the existing multi-lanes south of Williamston in Martin County, a distance of approximately 10.6 miles. The proposed typical section will include four 12-foot travel lanes, a 46-foot median and 8-foot shoulders (4-foot paved). Partial control of access is proposed Project R-2511 is funded in the 2012-2018 State Transportation Improvement Program (STIP), with right of way acquisition scheduled for Fiscal Year (FY) 2019 and construction scheduled to begin in FY 2022 in the draft 2013-2023 Program and Resource Plan. Project Status/Schedule Environmental Assessment Signed May 2013 Public Hearing December 2013 Finding of No Significant Impact August 2014 Begin Right of Way Acquisition SFY 2019 Begin Construction SFY 2022 Merger History of Project Concurrence Point 1 —Met May 6, 1999, and reached concurrence on the purpose of the project: The purpose of the project is to alleviate congestion and.improve the level of service along US 17, and in doing so, improve safety of the route. r Concurrence Point 2—Met October 19, 1999, and reached concurrence on; • Number of sections • Beginning point and ending point of each section • To study both east side and west side widening for all sections. R-2511 lost funding shortly after concurrence on CP 2. The Merger Team revisited CP 2 on February 17, 2011, and concurred on; • Number of sections • Beginning point and ending point of each section. • East side widening for sections 3 and 8, west side widening for sections 1,2,4 and 7 and best fit alignment for sections 5, 6 and 9. (SR 1114) south of Williamston r Concurrence Point 2A—Merger Team met in January 2013 and reached concurrence April 9, 2013. The decision was made to drop the west side widening option in Section 4 because it would relocate more homes and would have an adverse effect on the National Register-eligible Griffin's Hatchery. The merger team had concurred on a widening alternative for the other sections of the project in February 2011. Concurrence Point 3—Least Environmentally Damaginjj Practicable Alternative The alternative selected for detailed study was presented to the public at a Design Public Hearing on December 3, 2013. The Design Public Hearing was held at the Macedonia Christian Church on US 17 in Williamston. Seventy-six citizens registered their attendance at the meeting. Concurrence Point 4A—Avoidance and Minimization The proposed project involves widening an existing road. Wetlands and streams are present on both sides of the road in some areas. Total avoidance of wetlands and streams is not possible. The alternatives studied in detail for the project were selected because they have lower impacts on wetlands and streams than other alternatives examined and avoid historic properties.
