Dear Sir,
The Division of Water Resources (DWR) received a draft Bank Parcel Development Package
(BPDP) for the Little River Weaver Site and the Cox Pond Site (Sites) separately, in 2021, for review
and approval under the terms and conditions of the proposed Wildlands Neuse Umbrella Mitigation
Banking Instrument for Nutrient Offsets and Riparian Buffer Mitigation (UMBI). The UMBI was
initially received on October 15, 2021. Effective June 10, 2022, the UMBI was made and entered
into by Wildlands Holdings III, LLC (Wildlands) acting as the Bank Sponsor, and the DWR. DWR
reviewed the two BPDP documents and the UMBI document and provided comments and
recommendations. DWR received revised documents for the two BPDPs and the UMBI that
addressed all comments and recommendations. The table below summarizes the timeline of the two
BPDPs and UMBI:
