Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * The Willard Street wetland is located at the intersection of 15h, 16th, and Willard Streets. The upper cell is vegetated with wetland plants and grasses, and the lower cell is largely overgrown with plants, grasses, and trees. The surrounding site is grassy, with trees present on the east and west portions of the site. Land use in the vicinity of the site is largely medium - intensity development and developed open space, with pockets of high -intensity development and forested areas. 4b. Explain the purpose of the proposed project:* Greenfield Lake suffers from green and blue-green algal blooms, bottom -water hypoxia, fish kills, and high fecal coliform bacterial counts. This project seeks to help reduce nutrient loadings to the lake by increasing the retention time, and therefore pollutant removal, at the Willard Street wetland. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The Willard Street wetland is comprised of an upper cell and a lower cell, connected by an existing culvert and earthen berm. The lower cell contains an outlet culvert that drains to Jumping Run Branch. Concrete riser structures will be installed on the outlet culvert of each the upper and lower cell. The upper cell will be regraded to provide proper planting zones to support wetland vegetation and create improved forebays at the stormwater inlet locations on the upstream end of the cell. Wetland species will be planted in the upper cell to improve pollutant removal. 5. Jurisdictional Determinations 5a. Comments: Temporary wetland impacts are due to removal of excessive sediment loads during construction and replanting of native wetland vegetation. E. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The outlet riser structures were designed to maximize nutrient removal in both the upper and lower wetland cells during the water quality event. The regrading of the upper wetland cell will provide proper planting zones to support wetland vegetation and further improve nutrient removal. The riser structures and wetland cell grading were designed such that no adverse flooding impacts are created upstream or downstream of the project area during rainfall events. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Temporary and permanent erosion and sediment control measures will be implemented to ensure minimal impacts during construction. Tree protection fencing will be installed prior to construction to prevent damage or removal of trees. Silt fence will be installed around all disturbed areas to prevent the transport of sediment outside the construction area. All work within the wetland cells will be done in the dry using a pump -around operation in order to prevent the conveyance of sediment and pollutants downstream of the project. Both temporary and permanent seeding is planned to ensure that all disturbed areas are stabilized over the short and long term. 2.
