This letter is in response to the NOV & Intent for Civil Penalty issues for March 2022, for exceeding
the following parameters:
• BOD 5-Day Weekly limit= 15 mg/I Reported week#3 = 73.95 mg/I
• BOD 5-Day Monthly limit= 10 mg/I Reported = 19.66 mg/I
• Ammonia Total (as N) Weekly limit= 6 mg/I Reported week#2 = 6.84 mg/I week#3 = 10.14 mg/I
• Ammonia Total (as N) Monthly limit=2 mg/I Reported =4.58 mg/I
• Total Suspended Solids Weekly limit=45 mg/I Reported week#3 = 185.4 mg/I
• Total Suspended Solids Monthly limit = 30 mg/I Reported =38.71 mg/I
It is believed these parameters were exceeded due to a high flow event at the plant and maintenance on our
Tertiary filters. On 03/17/2022 we received around 4 inches of rain in a short amount of time. You will see that
the flow on that day was elevated compared to the rest of the month, Effluent flow was 8.573 on 03/17/2022.
Due to the amount of rain, we received, we had to turn the Oxidation ditch blowers off to prevent bulking of
the Clarifiers or washout of microorganisms from our oxidation ditches which would have resulted in sludge
reaching the receiving stream. As a result of the blowers being off, treatment was reduced during that time.
Also, on 03/15/2022, we had to take our tertiary filters offline for unscheduled maintenance. The filters were
offline from 03/15/2022 till 03/22/2022. A 5-day bypass report was submitted to the state to reflect the filter
maintenance. We did regain better treatment once these issues were resolved towards the end of the month.
