NCG070173 Owner - Facility: Stay Right Precast Concrete Inc Inspection Date: 06/01/2022 Inspection Type :Compliance Evaluation Reason for Visit: Routine Inspection Summary: In order to bring the permit for the facility onto compliance the following permit requirements must be met: Provide a copy of a USGS topo map with receiving waters identified. Also identify the outfall positions with accurate latitude and longitude coordinates. Provide a narrative description of the facility practices including loading and unloading activities, process areas and waste disposal practices. Include everything required from the permit Provide a comprehensive site map(s) at a scale that clearly depicts the site boundary, discharge outlets, surrounding surface waters and wetlands, industrial activity areas, drainage directions with any industrial activities and all other depictions required by the permit. Provide a list of significant spills with "no spills" shpwn for years no spills occurred during the last 3 years Show any secondary containment areas and what is being contained and its volume (There should be a written inspection plan to inspect the containment areas for problems and a SOP for draining or pumping the containment areas when needed). Drain holes need to be locked Provide a BMP summery of all BMP's on site Provide a preventive maintenance and good housekeeping plan and a spill response plan and be sure all employeses that may be responsible for, or work in areas that have industrial activities are trained for each, using a written or visual training media. The training should be provided at least annually with a signature showing they were present for the training There should be an inspection plan and checklist for the facility that should be performed at least annually, but weekly or monthly iseven better Provide a list of updated responsible parties with their contact numbers in case of a spill or other industrial issue that may cause polluted stomrwater to leave the site The SP3 should be updated, at a minimum, twice a year or when any there is a change that would effect industrial activites as they relate to stormwater It appears that there may be more then 55 gallons per month (avaeraged over a year) of motor/hydrolic oil used or disposed of annually. If that is the case, then additional samples will need to be taken from the outfalls that discharge stormwater from those areas. No analytical samples have been taken at this facility and should have. Begin sampling the (4) outfalls immediately and at the next rain event that allows for the analytical samples for thefirst half of the year. From review of the previous inspections at the site, it appears the SP3 plan was insufficiently implemented and was not documenting all the required information. Develope and maintaining the permit plan will need to be addressed for this facility to prevent a Notice of Violation from being issued. Please review this report and make the updates and changes to bring this site into complaince so that we can keep from having to implement that process.
