WBS # 17BP.1.R.50 The North Carolina Department of Transportation is requesting the issuance of a NW 3 permit and corresponding DWQ 401 certification for the replacement of Low Impact Bridge # 15 over an unnamed canal on US 264 in Dare County. The bridge is located on US 264 approximately 100 yards south of Bay View Road in Stumpy Point. The bridge spans a manmade Unnamed Canal, which is within the Pasquotank Basin.-The Canal carry's the same classification as the receiving water, which is classified by DWQ as class "SA, HQW" waters. Bridge # 15 is currently a four -span wood structure with a concrete deck supported by three interior bents with steel joist on timber piles. The existing structure is 35 ft. long by 26 ft. wide. This structure will be entirely removed using NCDOT's BMP's and guidelines for bridge removal. The proposed bridge will be replaced along its existing alignment. The new bridge will be a single span structure totaling, 70' in length by 33' wide. It will be comprised of a cast in place concrete deck and bents, supported by prestressed concrete piles and girders. Jurisdictional wetland and surface water impacts have been avoided and minimized. The resulting impacts are 0.028 acres of 404 wetlands and 0.004 acres of coastal wetland impact fill, associated with the road shoulder widening for the new bridge approaches. There will be 53 sq. feet of temporary wetland impacts associated with utility relocations. There will be no deck drains discharging directly from the bridge deck into surface waters. Storm water has been routed to outlets located outside the canal on the south end of the project. The impact areas are located and detailed on the permit drawings. Traffic will be maintained on -site by the use of stage construction and temporary lane closures. This bridge is following the Low Impact Bridge Process established by FHWA, NCDOT and Regulatory Agencies. Included with this letter are the location map, permit drawings, and Low Impact Data Sheet.
