"Ihe North Carolina Department of Transportation is replacing bridge #255 in Beaufort County with a
culvert. The current bridge is located on Terra Ceia Road (SR ] 612) over Broad Creek Canal. Broad Creek
Canal is in the Tar-Pamlico Basiq but NCDENR does �ot claim jurisdiction; therefore the buffer rules do
not apply. Broad Creek Canal is classified by NCDENR as class C; Sw; NSW waters. Bridge #255 is
currendy a 5-span steel plank floor bridge oo steel I-beams, 120 ft long. This structure will be removed
using NCDOT's guidelines for bridge removal. The proposed culvert will be placed on the existing bridge
alignment Tl�e proposed strucmre wil] be a 3-cell 9'x13' reinforced conerete box culvert with 25° skew.
Culveri cells will be buried 1—foot. There are no jurisdictiona] wetlands located on site. USACE does
claim jurisdictio� of Broad Geek Cana] and a Nationwide Permit will be required for tl�e bridge [o culvert
modification and related impacts. The placement of the proposed culvert and riprap associated with the
downstream cha�nel improvement wil] result in 210 linear feet of pernianent stream impacts. Temporary
impervious dikes and a diversion channel will be i�stalled during construction [o dewater Ihe site.
Construction of the temporary channel and dikes will result in an additional 231 liuear feet of [emporary
stream impacts. This bridge is following the Low Impact Bridge Process established by FHWA, NCDOT,
and Regulatory Agencies.

Project Description — NCDOT is replacing bridge #255 in Beaufort County with a culvert. The current
bridge is located on Terra Ceia Road (SR 1612) over Broad Creek Canal. Broad Creek Canal is in the
Tar-Pamlico Basin, but NCDENR does not claim jurisdiction; therefore the buffer rules do not apply.
Broad Creek Canal is classified by NCDENR as class C; Sw; NSW waters. Bridge #255 is currently a 5-
span steel plank floor bridge on steel I-beams, 120 ft long. This structure will be removed using NCDOT's
guidelines for bridge removal. The proposed culvert will be placed on the existing bridge alignment. The
