Subject: RE: U -3338B Treatment of Rainwater Runoff
This project was designed with the March 2008, DENR approved, BMP Toolbox which did not include infiltration
systems. The ones built in Kure Beach were research projects that were testing the technology. Since the devices were
not in the approved BMP Toolbox at the time of the design, they were not considered. I believe the next version will
incorporate the infiltration option.
I hope this helps.

Good Morning Matt,
I hope you are doing well! I appreciate Ray's response below and I understand the feasibility of not being able to utilize
the undeveloped lot beyond the outfall. However, I was wondering if DOT considered an infiltration chamber and
splitter box (same device used at Middleton Ave on R -2245 and K Street at Kure Beach) to treat the first 0.5" prior to the
outfall? If you could tell me if this was considered and why or why it would not be feasible I would appreciate it.

Thanks!

Mason,
During the design for U- 333813, we incorporated stormwater BMP's wherever practicable. Several grass swales are used
in the project as is avoidance and minimization. In the area from Market Street down to Emerson Street (almost to
Randall Pkwy), there were no options available for any BMP's due to the current build -out of the urban environment.
You asked why we didn't consider purchasing any of the forested land that is bounded by Kerr, Randall, Emerson, and the
concrete drainage canal and using it for some type of BMP. The reason is the water coming from Market can't get to the
forested area. The unnamed stream that passes under Kerr intercepts the water coming down Kerr in the storm drainage
system and there is no possible way to keep the two separate and send the storm water to the forested area.
As for minimization, take a look at Randall Parkway, Sta 13 +50 Rt + / -. There, we put the stormwater in a pipe rather than
a ditch, as it is now. A ditch would have had a greater impact on the wetland. Further east on Randall, on the opposite
side of Kerr, we maintained an open conveyance for the non - jurisdictional drainage feature rather than piping it for its
entire length along Randall.
Mason, if you have any additional questions, please contact us. Next week, I will be out of the office, but you can talk
with Matt Lauffer. His number is 919.707.6733.
