Several grass swales are used in the project as is avoidance and minimization. In the area from Market Street down to Emerson Street (almost to Randall Pkwy), there were no options available for any BMP's due to the current build -out of the urban environment. You asked why we didn't consider purchasing any of the forested land that is bounded by Kerr, Randall, Emerson, and the concrete drainage canal and using it for some type of BMP. The reason is the water coming from Market can't get to the forested area. The unnamed stream that passes under Kerr intercepts the water coming down Kerr in the storm drainage system and there is no possible way to keep the two separate and send the storm water to the forested area. As for minimization, take a look at Randall Parkway, Sta 13 +50 Rt + / -. There, we put the stormwater in a pipe rather than a ditch, as it is now. A ditch would have had a greater impact on the wetland. Further east on Randall, on the opposite side of Kerr, we maintained an open conveyance for the non - jurisdictional drainage feature rather than piping it for its entire length along Randall.
