The subject meeting was held in Brunswick County to conduct a field review of proposed
crossing structures. The team met at the Brunswick County Government Complex Center in
Bolivia, North Carolina at 10 AM on March 11, before reviewing the proposed and existing
crossing structures along Midway Road. Sites were reviewed from North to South (in reverse of
the packet information). The following topics and action items were discussed.
Packet: There were errors on the proposed crossing structures in the packet. The revised packet,
with the corrected current and proposed crossing structures, as well as the structures agreed upon
in the field, is enclosed.
Site 7: The team agreed with the agreed upon the recommended structure (bridge). The team
would like to see the proposed placement of the bridge in the revised CP2a packet before
concurring.
Site 6: USACE and NCDWR asked if the proposed crossing structure could be shifted slightly to
the west to minimize wetland impacts. NCDOT Roadway pointed out that there were some
design constraints including a need to minimize a curve to the south of the crossing, as well as the
desire to avoid residential relocations to the extent possible. NCDWR agreed that there were no
real options to avoid the wetland impacts and agreed on the proposed structure.

Site 5: The team agreed with the recommended structure. They requested that NCDOT examine
the possibility of moving the design slightly to the east during final design to minimize wetland
impacts.
Site 4: Final design and right of way acquisition for the replacement of Bridge No. 25 (over
River Swamp) has been completed and construction is underway. The team asked about the
ability to widen the bridge, depending on the alternative selected. They had no objection to the
current structure under construction.
Site 3: The NCDOT Hydraulics Report recommended replacing the Bridge over Sarah Hole
(Bridge No. 23) with a culvert. USFWS and NCDWR both stated that, due to the quality of the
surrounding wetlands, that they believed a bridge would be the most appropriate structure.
USFWS asked for 10 -foot offsets to allow for wildlife passage. NCDOT Hydraulics stated that
such a bridge would be at least 70 feet in length and might require piers in the water. USFWS
stated that they would support reducing the bridge length to 60 feet, but asked that NCDOT
examine both a 60 -foot and a 70 -foot bridge.
Site 2: The team agreed with the recommended crossing structure.
Site 1: NCDWR recommended changing the recommended crossing structure to a double barrel
culvert 2@ 5' x 6'. This would allow one culvert to conduct normal flows, while a second
culvert would convey flow during flood events.
Need for Formal 2a Meeting: NCDOT PDEA asked if the team would need a formal merger
team meeting to agree upon the crossing structures, based on the general agreement reached
during the field review. USFWS suggested that, once the Merger Packet has been updated and
the designs modified as discussed, NCDOT could sign up for a meeting, send out the updated
packet, and cancel the field meeting if the team was amenable to signing the concurrence form
included with the packet. NCDOT will schedule a Concurrence Point 2a Meeting for April, but
will anticipate getting team approval and cancelling the formal meeting.
