Project Planning Engineer Project Development & Environmental Analysis Unit SUBJECT: R -3434 CP 2 Meeting Minutes, Proposed Improvements to SR 1500 (Midway Road) and SR 1401 (Galloway Road) from US 17 Bypass to NC 211, WBS Element 34545.1.1, TIP Project No. R -3434 The CP 2 meeting for TIP Project R -3434 was held on Thursday, October 11, 2012 at 10:00 AM in the Structure Design Conference Room at the Century Center, Building A. The purpose of this meeting was for the agencies & NCDOT to obtain concurrence on the alternatives to be carried forward for additional study as part of this project. Back in September at the CP 1 meeting, NCDOT proposed carrying forward Alternatives 1 and 2, and eliminating Alternative 3 (the 3 -lane alternative on 4 -lanes of right of way) due to safety concerns. After this, the floor was then opened to allow each agency a chance to discuss their particular concerns about the alternatives to be carried forward. • Brad Shaver suggested replacing Alternative 3 with a 2 -lane alternative on 4 lanes of right of way that would have extra wide (5 or 6 -feet) paved shoulders in order to accommodate emergency vehicles and /or evacuation traffic. The paved section would be wide enough to handle three lanes of traffic, but would only be striped for two lanes. Mason Herndon concurred with this, although he noted that if Alternative 3 is chosen as the LEDPA, the only impacts that will be authorized at the time of permitting will be those which are within the footprint required to build the expanded 2 -lane facility, unless the justification for a 4 -lane facility is strengthened. Chris Militscher noted that NCDOT could propose a phased approach to this project by upgrading only 2 -lanes initially, and then constructing the remaining two lanes and the median at a later date. Brad added that under this phased approach, NCDOT could also come back at a later date to request a permit modification or a new permit for the ultimate 4 -lane section. Roadway Design had no real concerns about this, beyond the fact that it would be problematic to then come back and build out to a 4 -lane median divided facility later due to all of the additional asphalt that would be required. • Ron Lucas noted that since the document is a disclosure document, and the federal action describes the entire footprint, including the impacts associated with the acquisition of right of way, the document must include impacts associated with the ultimate footprint of construction. However, Chris Militscher stated that the document should also show the impacts associated with the initial construction that will be covered under the first phase of permitting. • All of the Merger team members were onboard with this approach and agreed to carry the following three alternatives forward for further study: o Alternative 1: A 2 -lane section on 2 -lanes of right of way o Alternative 2: A 4 -lane section on 4 -lanes of right of way o Alternative 3: An expanded 2 -lane section on 4 -lanes of right of way • It was determined that as additional information is gathered throughout the study process, it could be possible to eliminate further alternatives if they no longer meet the purpose and need, or if the purpose and need is revised due to an increase in traffic volumes. Action Items: • NCDOT has scheduled a meeting with the Cape Fear RPO and local representatives for October 30, 2012 to discuss their concerns related to the existing traffic forecast and the need for additional traffic forecasts in the future. • NCDOT will proceed forward with additional study of the three alternatives and will reconvene with the Merger team at CP 2A.
