TATA GOVERNOR SECRETARY May 20, 2014 U.S. Army Corps of Engineers Regulatory Field Office Post Office Box 1000 2 0 1 4 0 5 4 5 Washington, N.C. 27889 -1000 Attention: Tracey Wheeler Subject: Request for a NW 3 Pen-nit and DWQ 401 Authorization for the replacement of Low Impact Bridge # 10 over Pains Bay Canal on US 264, Dare County. WBS # 17BP.1.R.50 The North Carolina Department of Transportation is requesting the issuance of a NW 3 permit and corresponding DWQ 401 certification for the replacement of Low Impact Bridge # 10 over Pains Bay Canal on US 264 in Dare County. The bridge is located on US 264 approximately 7.5 miles south of the village of Stumpy Point. The bridge spans Pains Bay Canal, which is within the Tar - Pamlico River Basin. Pains Bay Canal is classified by DWQ as class "SA, HQW" waters. Bridge # 10 is currently a four -span wood structure with a concrete deck supported by three interior bents with steel joist on timber piles. The existing structure is 35 ft. long by 26 ft. wide. This structure will be entirely removed using NCDOT's BMP's and guidelines for bridge removal. The proposed bridge will be replaced along its existing alignment. The new bridge will be a single span structure totaling, 70' in length by 33' wide. It will be comprised of a cast in place concrete deck and bents, supported by prestressed concrete piles and girders. Jurisdictional wetland and surface water impacts have been avoided and minimized. The resulting impacts are 0.047 acres of temporary hand clearing wetland impacts, and 0.057 acres of permanent wetland fill, associated with the road shoulder widening for the new bridge approach. There will be no deck drains discharging directly from the bridge deck into surface waters of Pains Bay Canal. Storm water has been routed to outlets located outside the canal channel on the south end of the project. The impact areas are located and detailed on the pen-nit drawings. Traffic will be maintained on -site by the use of stage construction and temporary lane closures. This bridge is following the Low Impact Bridge Process established by FHWA, NCDOT and Regulatory Agencies. Included with this letter are the location map, permit drawings, and Low Impact Data Sheet. If you have questions please call me at (252) 482 -1876. The permit fee can be charged to WBS # 17BPA.R.50 Sincerely, Jerry Jennings Division One Engineer Clay Willis A aJ4. Bridges 3 and 10 are located in Primary Nursery Areas (PNAs) and the DMF requests that all in water work for these two bridges be performed outside of the PNA moratorium (April 1 to Sept 30).
