From: Knies, Sara V Sent: Thursday, May To: Higgins, Karen Subject: 204 Galway Karen, 22, 2014 2:50 PM Drive, Chapel Hill Chapel Hill has decided to let stand a call I made out in Orange County while with the USACE. I have spoken at length with the engineer for the owner (Phil Post), and believe he will be appealing my call (if he hasn't already). I have attached the letter I issued, along with some supplemental information. I first made the call, and then deferred to Chapel Hill (see attached letter). Chapel Hill than decided to let my call stand (it was a little confusing); Phil Post contacted me a few weeks ago about appealing. At that point, I had deferred to Chapel Hill. The engineer considers the fact that the golf course is holding and retaining water to be the reason that this is a stream, and thus believes it should be kicked out. The USACE called this feature jurisdictional from the same point I started the stream (culvert pipe at top of property). Please let me know if I can provide any additional information!
