Dear Ms..Manuel:
The Town of Bailey appreciates the opportunity to respond to the cornpliance inspection on March
30, 2022. This letter shall serve as the Town of Bailey's response, and it is our hope that the
additional information provided will result in no further action by the Division.
During the inspection, Town staff indicated that the contact information filed with the
Division (attached) is not current and up to date. Within 30 days of receipt of this letter,
please review the attached contact information and submit to the Division a list of
updated information, including but not limited to: Owner Affiliation, Owner Contact
Person(s), Facility Contact Person(s), Permit Billing Contact Person(s), and Designated
Operator(s).
The towns contact information has been updated. Please find attached the updated
current information that was submitted to the state.
➢ The Town has developed and maintains a complete map of the collection system.
Please ensure the map is updated to include pipe material, pipe size, pump station
names and capacity, and flow direction.

The Town is working with their engineer to gel an updated map showing pipe material,
pipe size, pump station names and flow capacity, and flow direction.
➢ The Town did not have a written Grease Control Program or ordinance. This program
is required and shall include:
Attached please find the towns grease control program that was made available to the
inspector the day of the inspection. Please see page 7 of the attachment. This
information is also on the town's website.
➢ The Town is required to inspect and maintain inspection records for high -priority sewer
lines at least once every six months, and to conduct a general observation of the entire
sewer system at least once per year. There were no records of high priority inspections
or the system -wide observation on the day of the inspection. Within 30 days of this
letter, please submit to the Division any records of high priority sewer inspections and
systemwide observations conducted within the last 5 yews.
Attached please find the records for the high priority lines inspections and the system
wide inspection.
We believe the WTP's history of compliance demonstrates the towns commitment to operating
this facility in a responsible manner, therefore, we respectfully request that the Division considers
these efforts and take no further action. The Town of Bailey has limited resources and we would
much rather dedicate these resources to address utility operations versus civil penalties. If we can

drop-off locations of hazardous materials.
Bag your garbage before
dropping it in the cart.
This will help keep your cart smelling fresh. It al-
so prevents flyaway litter as the cart is emptied
into the truck.
When you move, the carts stay.
The carts belong to the Town of Bailey. If you
move, call Town Hall and we will schedule a
pickup.

Recycling
It's Your Turn...
To join hundreds of communities in North Carolina and thousands of
communities nationwide who sort their recyclables. Effective Oct 1,
2009, we have a Statewide Landfill Ban on Plastic Containers. To remain
in compliance with this ban, the Town sanitation customers will no
longer be able to dispose of plastic containers with their household waste.
The new landfill ban refers to "plastic containers" that has a neck smaller
than the base, "excluding plastic motor oil containers".
Bulk
We cannot pick up Bulk Waste: The
Town does not pickup bulk waste. Contact
Nash County Recycling & Waste Disposal for
drop-off locations of bulk waste.

"Recyclable Containers."
Every Town of Bailey customer
should have a recyclable container
and curbside pickup for this service is
every other Friday with exceptions for
Holidays.
Permitted Items: newspaper, glass,
aluminum & bi-metal cans, plastic
containers, and mixed paper. NO
household garbage, motor oil or pes-
ticide containers, appliances, or cor-
rugated cardboard are permitted.
These containers are for Town
of Bailey residents, ONLY.
The fee for this service is $4.12 per
month.
Yard
What to do with: Yard Waste
Yard Waste is: Twigs, grass, hedge clip-
pings, hay pine straw, pine cones, and other vegeta-
tive matter
How to package it: Bag or place in carts
Where to place it: Place yard
waste between the curb
and the sidewalk. In
areas without sidewalks
place yard waste within
6' but behind the curb.

Limbs or logs

Limits on Yard Waste & Limbs
• Loose yard waste & Limbs shall not exceed 4
cubic yards (which is approximately the size of a
standard pickup truck bed)
• Vegetative Matter resulting from outside the Town
limits or from Contractors will be treated as a
Special Pick Up regardless of size.
• The weight of bags or bundles shall not exceed 50
lbs.
What to do with: Limbs
Limbs must be bundled with a maximum diameter of
18" per bundle and a maximum length of 6 it.

longer than 6 feet.

er than 6" diameter cannot be accept-

Special Pick Ups
Any yard debris left at the curb exceeding 4 cubic yards will
carry a charge of $100.00 per load and shall be paid in advance
of pick up. If the property is vacant, the property owner will
receive an invoice from the Town for the fees.
For large quantities or a special pickup please call Town Hall
to arrange a special pickup. There will be a charge of $100.00
per load and shall be paid in advance of the pick up.
Loose Leaf Collection
Leaf Pickup Guidelines (Nov through Feb)
• Leaves should be piled behind the curb and sidewalk (not in the gutter or road-
side ditch) and should be free of sticks, rocks, and other debris that might dam-
age collection equipment
• The Town cannot go into your yard and pickup yard debris
• No more than 4 cubic yards per pickup
• Do not place your leaves or yard waste in your garbage cart for pickup
• See the Calendar Page 6 for scheduled pickup days
• There should be no more than three individual piles in front of any residence
• The Town will not collect debris left by tree service contractors
• Loose leaf pickup will begin Nov 1 and continue through February 28
• If you request a special pickup other than the normal pickup day, there will be
a special charge of $75.00 per load added to your utility bill

The Town owns and operates the Bailey cemetery. Records are maintained by the Town.
How to schedule a funeral:
Your selected funeral home has the necessary paper-
work and will contact the Town to make arrangements
for opening and closing the grave.

Monday of February and November.
FOG (fats, oils, and grease)
You may not be aware of it, but every time you pour fat, oil, or grease (FOG) down your sink (e.g.,
bacon grease), you are contributing to a costly problem in the sewer collection system. FOG coats
the inner walls of the plumbing in your house as well as the walls of underground piping throughout
the community. Over time, these greasy materials build up and form blockages in pipes, which can
lead to wastewater backing up into parks, yards, streets, and storm drains. These backups allow FOG
to contaminate local waters, including drinking water. Exposure to untreated wastewater is a public
health hazard. FOG discharged into septic systems and drain fields can also cause malfunctions,
resulting in more frequent tank pump -outs and other expenses. Communities spend billions of
dollars every year to unplug or replace grease -blocked pipes, repair pump stations, and clean up
costly and illegal wastewater spills. Here are some tips that you and your family can follow to help
maintain a well -run system now and in the future.
NEVER:
• Pour fats, oil, or grease down the house or storm drains.
• Dispose of food scraps by flushing them.
• Use the toilet as a waste basket.
ALWAYS:
• Scrape and collect fat, oil, and grease into a waste container such
as an empty coffee can and dispose of it with your garbage.
• Place food scraps in waste containers or garbage bags for disposal
with solid wastes.
• Place a wastebasket in each bathroom for solid wastes like
disposable diapers, creams and lotions, and personal hygiene
products, including nonbiodegradable wipes.
