On May 25th, 2022, Alys Hannum of the Division of Water Resources (Division) conducted an
inspection of Halifax County's (County) Collection System to evaluate compliance with the
operation and maintenance of the subject deemed wastewater collection system permit. The
cooperation and assistance of Greg Griffin during the inspection was greatly appreciated.
The County's Collection System is covered by a deemed permit (WQCD0653). Deemed
collection systems must meet the requirements of 15A NCAC 02T.0403. If the system ever
exceeds 200,000 GPD in municipal contributions, the Town would need to apply for an
individual collection system permit.
Findings during the inspection were as follows:
1. The wastewater collection system consists of six duplex pump stations. Four of the six
pump stations have permanent on -site generators, and all others have connections for
portable generators. All pump stations are connected to a telemetry system (SCADA).
2. The County has developed and maintains a complete digital map of the collection system.
This map contains all the required information.

3. The County reported one sanitary sewer overflow to State Waters during the most recent
2-year period ending May 2022. The overflow was the result of inflow and infiltration.
4. An operation and maintenance plan — including pump station inspection, preventative
maintenance, and overflow response — was available and up to date.
5. The Town has a Fats, Oils, and Grease (FOG) program which includes the bi-annual
distribution of educational materials to commercial and residential users. The Town is
able to take enforcement against users who have not properly installed, operated, and/or
maintained grease traps or grease interceptors, or who have otherwise violated the
program.
6. All six pump stations were inspected. All four pump stations had secured access,
appeared in good condition and were free of excess debris. Not all alarms or generators
functioned when tested. The pump stations also did not have clear signage identifying the
pump station, responsible party, or contact information at each station.
The County began implementing repairs immediately after the inspection. Within sixty
(60) days of receipt of this letter, please submit to this office a complete list of repairs
and improvements made to address the following issues at these pump stations:
a. Corporate Park — Alarm did not sound when floats were pulled, but the pump
did cut on. Backup generator's control panel was not operational
b. Industrial Drive — Wet well did not have floats, so alarms could not be manually
tested. Putting the pump in test mode and simulating a high water level did not
trigger the alarms. The backup generator did not work when tested.
c. Wallace Fork — Alarm did not sound when floats were pulled, and the backup
generator did not work when tested.
d. Washington Ave. — Audible and visual alarm worked when floats were pulled.
Station had both a generator hookup and a permanent on -site generator which
worked when tested.
e. Radar Base - Audible and visual alarm were weak but worked when floats were
pulled. Station had a generator hookup.
£ Resers - Alarm did not sound when floats were pulled. The permanent on -site
generator worked when tested.
7. A logbook for each pump station was available to view during the inspection. Pump station
maintenance logs were reviewed and appeared satisfactory. Pump stations are inspected
once a day by the ORC.
8. The County has no high priority aerial crossing lines.
