Home My WebLink About- 6/8/2022 9:36 AMSalvo Marina, 27446 NC Hwy 12 CAMA Major Permit Narrative June 8, 2022 PROJECT NARRATIVE The Salvo Marina (see attached Relevant portion of USGS Quadrangle Rodanthe with the Site Identified) is an existing +/- 5.06 -acre parcel located at 27446 NC Hwy 12 in Salvo, Dare County. The property has an existing boat basin with dilapidated bulkhead, boat ramp and concrete slab foundations of previous structures (see aerial photographs from 2005 showing former improvements on the property), and concrete and gravel drives. The property owners are interested in creating a marina using the existing basin and constructing two 12-unit buildings with a swimming pool and all other associated and required infrastructure and utilities as generally shown on the attached CAMA Plan. The proposed project includes the following activities: • Removal of existing dilapidated bulkhead, boat ramp, and piers. • New 828 LF bulkhead to replace existing • 850 LF boardwalk around basin. • Reshaping of existing basin • Excavation of +/- 1,238 cy within basin • Fill of 2,065 sf of basin • New basin slip configuration (26 total, 24 LF by 12 ft wide) • 13 new finger piers to accommodate slip configuration • 51 tie pilings for the proposed slips • New 32 LF pier w/ 400 sf platform and 1 day slip • 50 sf rip rap shoreline protection on SW shoreline • Relocation of boat ramp to south side of basin, with new 22' wide boat ramp • Two boat ramp staging piers, 34 LF and 15 LF by 4 ft wide • Addition of a 940 SF platform within the basin • 514 LF boardwalk over uplands on the north side of the property with 200 sf overlook platform over uplands • Construct two 12-unit buildings, pool, and pool accessory building and all associated infrastructure including parking, driveways, stormwater, wastewater, water, electric and all other utilities. Proposed improvements are shown on the attached CAMA Plan. STORMWATER The applicants will pursue a NC DEQ DEMLR stormwater permit for the proposed development. Conceptual stormwater areas are shown on the attached CAMA Plan. WASTEWATER The development will be served by onsite wastewater and the wastewater system will be permitted through the Dare County Health Department. SOIL EROSION AND SEDIMENTATION CONTROL The applicants will be required to obtain a NC DEQ DEMLR Soil Erosion and Sedimentation Control Permit. Salvo Marina, 27446 NC Hwy 12 CAMA Major Permit Narrative June 8, 2022 SAV An SAV survey was conducted on June 25, 2021, by environmental scientists with Quible and the attached plan shows the surveyed limits of SAV in the Pamlico Sound within the project location and review area. No rooted SAV was identified within the areas of proposed development. SAV beds of Ruppia Maritima (60%-80%) were delineated outside of the mouth of the manmade channel and boat basin as shown. DWR Certification The proposed proponent herby certifies that all information contained herein is true, accurate, and complete to the best of my knowledge and belief. The project proponent herby requests that the certifying authority review and take action on this CWA 401 certification request within the applicable reasonable period of time.
