Director NORTH CAROLINA Environmental Quality June 13, 2022 Donald Jackson, Katherine Jackson, Emma Jackson, and Ishmael Hernandez -Cruz 117 Lexington Drive Apex, NC 27523 Subject: Compliance Evaluation Inspection Single Family Wastewater Treatment System Non -Discharge Permit ti WQ0031593 Facility: 117 Lexington Dr. SFR Chatham County Dear Donald Jackson. Katherine Jackson, Emma Jackson, and Ishmael Hernandez -Cruz: On May 25, 2022, staff from the Raleigh Regional Office visited your single-family residence (SFR) wastewater treatment system to evaluate compliance with the subject Non -Discharge Permit. Your assistance during the inspection was greatly appreciated. Our records indicate the treatment system consists of a 1,500 gallon baffled septic tank with an effluent filter; 1,000 gallon recirculation tank with a 30 GPM Y2 horsepower submersible pump, a float tree, high-water alarms, and an effluent bypass valve, 600 GPD E-Z Treat Pod filter; two (one primary and one back-up) 10 GPM UV disinfection units in series; 4,500 gallon field dosing effluent storage tank with a 20 GPM ! z horsepower submersible effluent pump and a float tree with high-water alarms; a hydraulic unit and zone valves; 0.4 acre drip irrigation area consisting of four zones; and all associated piping, valves, controls, and appurtenances. Non -Discharge Permit WQ0031593 authorizes the continued operation up to 480 gallons per day (GPD). The authorized irrigation is in accordance with the effluent limits and monitoring requirements established within the Non -Discharge Permit. The items below show what conditions were noted at your facility: Findings during the inspection were as follows: 1. Treatment system operation: The wastewater treatment system shall be effectively maintained and operated at all times so there is no discharge to surface waters, nor any contravention of groundwater or surface water standards. At the time of this inspection, the facility appeared to be effectively maintained. The facility has a maintenance contract with David Brantley and Sons. 2. Pumping the septic tank: You are required to inspect the septic tank at least yearly to determine if solids must be removed or if other maintenance is necessary. Septic tanks should be pumped out every five years or when the solids level is found to be more than 1.3 of the liquid depth in the septic tank compartment, whichever is greater. The septic tank has been in use for less than two years and is not yet required to be pumped. 3. UV Disinfection: Your system uses an ultra -violet (UV) light system for disinfection of the wastewater. A UV disinfection system provides effective disinfection and prevents/limits harmful bacteria from entering the environment. Unless the UV disinfection unit is monitored by telemetry, the unit shall be checked weekly. The lamp(s) and quartz sleeve(s) shall be cleaned or replaced as needed to ensure proper disinfection of the wastewater. Due to the structure of the E-Z Treat Pod, the UV light was not visible during the inspection. Please routinely check that the UV tight is working correctly. 4. Proper Operation and Maintenance. The system shall be inspected monthly to make certain of the proper operation of the irrigation sprinklers, that the system is free of leaks, that the soil is assimilating the disposed treated wastewater with no surface runoff, and that no objectionable odors are being generated. Any visible signs of a malfunctioning system shall be documented, and steps taken to correct the problem. On the day of this inspection, the irrigation field appeared to be assimilating the waste and no ponding and or runoff was observed. There were some areas of the drip line that had holes chewed in them by wildlife. One of the valve caps on the left side of the field was missing. We recommend having the contractors conduct minor repairs. Non -Discharge Permit WQ0031593 requires the Permittee "pay the annual fee within thirty days after being billed by the Division." The 2021 annual fee due on 12/2/2021 has been paid and there are no overdue fees at this time. Please continue to periodically inspect the wastewater treatment facility in accordance with your Operation and Maintenance Agreement, to ensure the treatment components are always maintained and in good operating order. You are also reminded to maintain associated maintenance records (permit required inspection log) onsite for a minimum of five years and available for inspection. If you have questions or comments about this inspection or the requirements to take corrective action (if applicable), then please contact Molly Nicholson at 919-791-4240. Sincerely, 1/4 Vanessa E.
