Barrett Jenkins 5.84MB FS RESTORATION SYSTEMS I LLC June 7, 2022 From: Barrett Jenkins, Project Manager, Restoration Systems To: Katie Merritt, NCDWR, Nutrient Offset Banking SUBJECT: NCDWR # 2020-1937v3 Post Construction Documentation for Dead Tree Umbrella Bank Phase B In accordance with section VI. Post Construction Documentation for the Bank Parcel, of the Dead Tree Nutrient Offset Umbrella Banking Instrument, Restoration Systems is providing the following post construction documentation for Dead Tree Bank Parcel B (Site), DWR# 2020- 1937v3. The site is in Edgecombe County on either side of Red Hill Church Road east of Whitakers, NC. The conservation easement was recorded, survey boundaries were marked with t posts, soil was prepared, trees and seeds planted between January and April of 2022. The installation of monitoring plots was completed in the last 30 days. The following more detailed summary of activities is provided and a figure including location of installed monitoring plots, riparian restoration, riparian enhancement and riparian preservation is attached. Conservation Easement: The map of record for Dead Tree (Phase A and B) was recorded at the Edgecombe County Register of Deeds, Plat Cabinet 13 Slide 219-223. Two conservation easements were recorded for Dead Tree Phase B at the Edgecombe County Register of Deeds: 1) The Harris Family conservation easement at DB 1754 and DP 992-1008, and 2) The Eureka Etheridge Farms, LLC conservation easement at DB1754 and DP 1024-1049. There were not significant changes to the easement boundary from those presented in the final BPDP. Easement corners are currently marked with t posts. Parcel Preparation: Agricultural fields slated for restoration were historically in no till agriculture and in good condition. Typical field treatments were continued through the end of 2021. In early 2022 prior to planting these areas were ripped to break hardpans, establish microtopography, and promote diffuse flow. Grading of head cuts and culvert removal were implemented in accordance with the BPDP to increase diffuse flow. Planting Summary: The conservation easement area was planted with bare root hardwood species on March 13, 2022. Approximately 123 acres were planted at an average density greater than 680 stems per acre on approximate 8 x 8 spacing. Tree species planted varied slightly from what was proposed in the BPDP and is listed below in Table 1 in red. In addition to planting bare root hardwoods the site was seeded with the following mix of native annual and perennial herbaceous cover, Table 2. Species not initially reported in the approved BPDP have been added in red. Seeding was completed the last week of April, 2022.
