(Trane) owns and operates the HVAC equipment remanufacturing facility located at 4500 Morris Field Drive, Charlotte, NC. Trane's stormwater is authorized via Certificate of Coverage No. NCG030098 issued by the NC Department of Environmental Quality (DEQ) under Stormwater Metal Fabrication General Permit Number NCG030000 (Permit). Trane completed the required monthly stormwater monitoring for the October 2021 performance period with the laboratory report received on November 3, 2021. The October monitoring results indicate elevated readings for Copper and Zinc. Per provisions under Part E of the Permit, this letter serves as Trane's written notification to DEQ of the October elevated results. Following receipt of the October results, Trane completed the required site inspection to identify possible causes of the elevated concentrations. No clear root causes were noted. The below table summarizes the recent testing results. With the fourth elevated result for Copper, a Tier Three Response is required per Term E.7 of the Permit. Trane is developing the required Action Plan which is due DEQ by December 3, 2021 (within 30 days of receipt of the October laboratory report). NC DEQ Letter November 17, 2021 Page 2 of 2 As communicated in our October 15, 2021 notification letter to DEQ, Trane has experienced an ongoing challenge with the Copper and Zinc benchmarks as represented in previous monthly Discharge Monitoring Reports. Past investigative studies suggest rain falling on the Trane property contains measurable concentrations of Copper/Zinc in some cases at or near the benchmark values. We recognize that other Trane site factors may also contribute to the elevated stormwater concentrations.
