It is suspected that the greasy substance was discharged to the system by one of the RVs located above the antique store. Scheduled samples were taken on 4/5/2022 and the BOD was above compliance. An extra BOD sample was taken the following week on 4/12/2022 and arrangements were made to have the plant pumped. The plant was pumped that week and the sand filter was raked and cleaned with potable water. By 4/26/22 the BOD at the plant had dropped back into compliance with a sample that was 20.4 mg/L. Unfortunately, the bad samples prevented us from being able to get the average back down below 30.0 mg/L. Since then, the Whistle Stop WWTP has returned to compliance for BOD and all other parameters. The average BOD for May 2022 was 9.65 mg/L. Please consider this in regards to assessing a civil penalty as we had no control over the incoming waste and the problem was dealt with in a timely matter. We appreciate your consideration in this matter. > LJ. Wanda Ladd Earth Environmental Services ORC—Whistle Stop WWTP 828-360-6402
