Inspection Summary:
On May 19, 2022, Division of Water Resources staff Caitlin Caudle completed a routine compliance inspection. Ryan
Copeland, Technical Services Specialist, was present during the entire inspection. This review reflected compliance with the
subject permit.
Material was being spread from the Graham WTP. All required sample analysis was provided on 5/18/2022 via email. This
material was non -biological and did not require pathogen and vector reduction. Ferric sludge was being removed from a clay
lined storage pond after agitation. The PAN rate was 18lbs/6,200 gallon. Approximately 3 tankers (6,200 gallons) were
applied per acre. Web Soil Survey is used to determine the predominant soil series in a field and the NC State RYE
database used to determine the PAN rate. Pre -operations calculations are done to determine the loading rate, which is
calculated to be less than the RYE PAN rate for the field. A single pumper truck was in the field applying and two 6,200
gallon tankers were transporting material from the WTP to the field.
All minimum buffers were met, and additional courtesy buffers were put in place. Two waterways were buffered out in the
application field. The sludge appeared to be fairly thick when applied. There was little movement after applied. The grass had
not been cut or bushhoged yet, so all tall stems were weighed down. Forage grass remained upright. Mr. Copeland stated
they were going to move liquid from the second clay lined storage pond to water down the material being applied.
While viewing a tanker being loaded, an air bubble moved down the pipe and caused the loading pipe into the tanker to blow
out. A small amount of solids were sprayed on the asphalt driveway, the back of the tanker, and the truck driver. The pump
was immediately shut off and the tanker moved to better load solids into the tanker. An absorbent material was used to
cover the solids on the asphalt and shovels were used to clean up all the material. Mr. Copeland stated that the asphalt
would also be washed and all water used washed into the storage ponds next to the driveway.
Mr. Copeland stated that after land application has been completed the landowner and operator will be provided with a
summary of all nutrients applied to the field. Before land application starts Mr. Copeland obtains a landowner agreement
form and an operator agreement form. Mr. Copeland also completes a pre -operation for that includes field inspections and
verifies any limiting conditions within the application area.
Other observations:
• Graham WTP material is not longer going to the dedicated fields owned by Graham.
• The Graham WTP has three storage ponds. Two clay lined and one concrete lined.
• The WTP has more than a years worth of storage.
• A composite grab sample is collected from the lagoon that was being hauled from.
• Both tankers had spill plans and the tanker in the field had the permit, O&M plan, and spill plan.
• The WTP maintains inspection logs of the storage ponds.
