They proposed to develop this acreage into 83 single family detached apartments and 120 Multi- family Apartments. CPT Engineering and Surveying, Inc. is submitting to DWQ the required PCN application and check for $240 for review.. The site was designed to limit impacts to the streams and stream buffers. The sanitary sewer outfall crossing is necessary to tie the proposed site to the existing sewer outfall at Hilltop Road. This outfall is the only sewer available to the site. The sewer will impact (S3) 60 SF of stream impact and 1,341 SF of Zone I and 2,175 SF of the Zone 2 Buffer. The two stream crossings on site to the jurisdictional areas are necessary in order to provide access to developable areas within the site as well as to provide future connectivity to Ruffin Road north of the site, as required by the City of Greensboro Transportation, Engineering and Planning Departments. Impacts have been minimized and avoided much as possible by the use of buffers and retaining walls. The Light Horse Lane Crossing will have no impact, as it will be span with a bottomless culvert or approved equal. We also provided a minimum street width in order to minimize impacts. Riparian buffers are preserved around the existing jurisdictional waters as much as feasible and allowable except for the areas of impacts at the roadway crossing. The stream impacts on site area (S 1) 312 SF of stream impact and (S2) 96 SF of stream impact. We are also replacing the existing 30 LF of 48" culvert and 20' of Rip Rap below and 15' of Rip Rap above the existing pipe on Ruffin Road that was destroyed/removed during the approximate time of the Highway Loop construction and draining of the pond above the road with 82 LF of new 84" RCP and 40' of new Rip Rap. This pipe was an existing 48" RCP per records received from NCDOT and pictures enclosed. The Ruffin Road impact (S4) will be an additional 492 SF of stream impact with the Rip Rap (S5) 240 SF. We are required to provide and upgrade Ruffin Road with 22 LF of pavement, curb and gutter and sidewalk per the City requirements. Our storm water plan consists of 7 biocells on -site to capture the sites impervious area and provide water quality. Per table 8 -1 of the Storm water BMP manual we are providing a BMP that will remove at least 30% TN and 30% TP and we have slopes that exceed 5% in the riparian buffer and a 1 in/hr storm in excess of 2 cfs. We are requesting buffer authorization from the authorized DWQ 401 program to discharge these biocells and the public storm outfall from Ruffin Road through the buffer with a stabilized channel. We have provided a 10% study that shows we are detaining the 2yr storm to pre- developed flows on site and that the 1 Oyr storm will provide insignificant increases in downstream flooding, drainage, or erosion problems as a result of the proposed development between the point of discharge and the 10% point and no additional quantity control is required.
