Sediment control became a major challenge duringthe latter part of the winter, as ice and snow conditions required

Sec. 70-516. - Starmwater pollution prevention plans (SWPPPs) for storage of salvaged vehicles. sa e
(a) Submission of SWPPPI Storage of ten or more "unked salvaged, or unlicensed ehicles (hereafter "salvage vehicles") outside, such that they are
exposed to precipitationj shall require an SWPPP f the facility does not possess an NPDES permit for such activity. The SWPPP shall be
developed and submitted to the director in accordance with the scheduje below.
(1) By September 1, 2007, for facilities with 30 or more salvage vehicles; or
(2) By February 1, 2008, for facilities with more than ten but less than 30 salvage vehicles.
(b) Content of SWPPP. The SWPPP shall be In complia nce with guidelines and shall prevent the discharge of used motor oil and other petroleum
products, antifreeze, solvents, other automotive fluids, brake dust, sediment from land disturbance, and other pollutants. The SWPPP shall
include the following and such other information as may be required in guidelines.
(1) A ma hewing the general location of the facility, and a separate site map, drawn to scale, showing location of structures, drainage
features on the property, salvage autos, and vehicle parts and equipment cleaning areas;
(2) A escription of storage practices leading and unloading activities, outdoor process areas, activities that generated ust or particulates,
and waste disposal practices;
(3) A list of significant spills or leaks of pollutants hat have occurred at the site during the three previous }rears and any corrective actions
taken in response;
(4) IMethods, in accordance with guidelines, to reduce risk of stormwater pollution such as secondary containment and BMPs; and
(5) Monitoring schedule and method for documenting com liance ith the SWPPP.
(c) Alternative SWPPP. A SWPPP developed pursuant to a valid NPDES general or individual permit for stormwater discharge shall be deemed
compliant with this section provided compliance is demonstrated under 70-514.
(d) Maintenance of SWPPP. The SWPPP shal I be maintained on site, and shall be readily available for review by the city upon request.

Public Works Operations
Stormwater Services
This division stores heavy equipment (such as bulldozers) and vehicles in the
parking areas farthest to the eastern side of the facility as well as the parking
area farthest to the south ofthe facility. Stom-water runoff from these parking
areas drains toSDO#1 and SDO#2, respectively_
This division also makes use of the common vehiclelequipmentwash pit on
the southeast end of the facility. The wash pit drains to the sanitary sewer
system via an oil -water separator.
Street sweeper operators dump theirdebris loads in a stockpile in the
northwest comer of the facility. Stormwater runoff from this area drains to
SDO #4. Operators make use of the common vehiclelequipmentwash pit on
the southeast end of the facility. The wash pit drains to the sanitary sewer
system via an oil -water separator.
Street Maintenance
This division stores heavy equipment (such as excavators and hot tar trucks)
and vehicles in the parking areas farthest to the eastern side of the facility as
well as the parking area farthest to the south ofthe facility. Stom-water runoff
from these parking areas drains to SDO#2 and SDO#3, respectively.
Significant amounts of sand, salt, and soil are stockpiled in an open storage
area to the northwest. Stormwater from this area drains to SDO 44.
This division also makes use of the common vehiclelequipmentwash pit on
the southeast end ofthe facility. The wash pit drains to the sanitary sewer
system via an oil -water separator.

Water Management
• This department stores heavy equipment (such as excavators) and vehicles in
the parking area between the vehicle wash pit and the Public Works parking area
to the east. Stormwater runoff from this area drains to SDO #2.
• The largest shed roof building to the northeast houses additional equipment and,
until the beginning of2014, stockpiles of soil. Stom-water runoff from this area
drains to SDO#2.
• This department also makes use of the common vehiclelequipmentwash pit on
the southeast end of the facility. The wash pit drains to the sanitary sewer system
via an oil -water separator.
• This department also shares use of a vehicle and equipment maintenance
garage just to the northeast of the facility center. All interior floordrains lead to an
oil waste tank, which is routinely pumped and disposed of off -site by a licensed
waste -hauling contractor.
Fleet Management
• The Fleet Management Department has a gasoline and diesel fueling station in
the northwestern -most comer of the facility, outside the fence line and directly
accessible from Martin Luther King, Jr. Pkwy.
• The fuel island is accessible 2417 and currently has a supply of granular
absorbent material for cleanup of spills.
• Stom-water runoff from this area drains to SDO #4.

SPILL RESPONSE

Purpose
The potential spill sources with high risk for contaminating stormwater include the
storage and handling of fuelslhazardous substances and vehicle/equipment
maintenance activities_ Accidents and careless handling during these activities can
causespilled liquids to enter the stormwater drainage system -
Procedures
In case of large volume spills, this Facility will request aid fromthe Fire Department's HAZMAT Team cr a
privately -contracted licensed environmental remediation company_ Additionally, the local emergency
management agency may be contacted for assistance to large volume spills. Warning signs placed at fuel
stations, bulk storage tanks, or other refueling areas should contain emergency telephone numbers to aid
in quick response. Fuel Stations that operate 24-hour a day should post warning signs with 24-hour
emergency telephone numbers. Employees with mobile phones should have an appropriate emergency
contact person programmed into their phone.
Minor spills can be absorbed with dry granular absorbents, pads, booms, or socks. Many liquid materials
stored at the Facility are used inside buildings or are otherwise not normally exposed to the storm
drainage system. Small spills can be controlled by sweeping or mopping the material into approved
containers for proper disposal. Proper disposal includes removing absorbent compounds from the ground
on a timely basis. This Facility does not use any extremely hazardous substances, but certain precautions
regarding other materials are necessary_ Spills that occur outside on vehicle parking lots or equipment
storage lots may discharge to the stormwater drainage system.
Reasonable measures necessary to prevent contamination of soil orwaters of the State will be carried
out. In general, four basic steps can be taken to control pollution that can result from a spill:
1. Stop the spill at the source-
2- Contain the spill-
3- Collectthe spilled material-
4- Dispose of the spilled material and subsequent contaminated material property and legally.
If containment methods are required forwhich you are not trained, or personal protective equipment is not
available, immediately evacuate the contaminated area and prevent unauthorized personnel from
entering. Steps 3 and 4 should only be undertaken by personnel property trained in spill response and
cleanup_
If the spill meets the criteria described in the Spill History section on SPPP page 14, then the spill must be
reported to the State. These spills must also be reported to Stormwater & GIS Services (Water Quality).
When in doubt as to whether a spill is reportable to the State, contact Water Quality_
Responsible Personnel
All personnel are required to know where to locate spill prevention and response
materials as well as become familiar with those materials_

Leaders' offices and at each shop location.
