Subject: Request for a GP 291 Permit for the replacement of Bridge # 3 over Deep Creek
on US 264 in Dare County. WBS # 17BP1.R.50
Dear Ms. Wheeler,
The North Carolina Department of Transportation is requesting the issuance of a
GP 291 permit for the replacement of Bridge # 3 in Dare County. The bridge is located on
US 264 approximately 2.2 miles north of the Hyde County boundary line. The bridge
spans Deep Creek, which is within the Tar-Pamlico River Basin. Deep Creek is classified
by DWQ as class "SA, HQW" waters. Deep Creek is also classified as a"Primary
Nursery Area" by the NC Marine Fisheries. NCDOT will adhere to the Marine Fisheries
in-water work moratorium of April 1— September 30.
Bridge # 3 is currently a six-span wood and concrete structure with a concrete
deck supported by five interior bents with concrete caps on timber piles. The existing
structure is 100 ft. long by 26 ft. wide. This structure will be entirely removed using
NCDOT's BNIl''s and guidelines for bridge removal. The proposed bridge will be
replaced along its existing alignment with a slight 4 foot shift to the south. This slight
alignment shift will allow for staged construction and the ability to maintain one lane of
open traffic, through the project area. The new bridge will be a three span structure
totaling, 150' in length by 30' wide. It will be comprised of a cast in place concrete deck
and bents, supported by prestressed concrete piles and girders.
Jurisdictional wetland and surface water impacts have been avoided and
minimized. Minimization efforts include the use of sheet pile retaining walls and 2:1
slopes on all road shoulder areas. There will be no deck drains located on the bridge
structure. The storm water outlets have been diverted to 4locations back away from the
main stem of Deep Creek and placed where vegetated buffer treatment will occur. The
resulting impacts from road shoulder and bridge approach construction, is 0.106 acres of
permanent coastal wetland impacts, and 0.001 (54 sq. ft.) acres of temporary coastal

wetland impact (utility bore operation). There is 22 feet of sheet pile shoreline
stabilization located at site 2, which will result in 0.001 acres (54 sq.ft) of surface water
impact. The sheet pile stabilization at site 2 is required around the transition, from the
bridge abutment to the road shoulder. The impact areas are located and detailed on the
provided permit drawings. A utility relocation will also be required for the bridge
replacement. The one utility involves directionally boring a fiber optic cable 825ft. in
length and approximately 40 ft. below the bed of Deep Creek The boring machine
operation will work from the shoulder of the roadway and will temporarily impact 54 sq.
ft. of fringe coastal wetland along the road shoulder.
The bridge replacement design has avoided and minimized impacts to the
maximum extent practicable. To offset impacts, a longer bridge will allow for the
restoration of approximately 1200 sq. ft. of coastal floodplain along Deep Creek This
will be accomplished by removing the old bridge fill approaches and grading the
elevation to match adjacent coastal wetlands. In addition to the floodplain restoration, the
new bridge horizontal clearance increases by 50 feet, allowing for the enhancement of
natural hydraulic flow regimes. Deep Creek experiences significant fluctuation in tides
due to wind events. The enhanced hydraulic flow regime will improve the coastal marsh
flooding events, located on the west side of US 264, and thus improving the overall
health of the marsh ecological system. The marsh located on the west side of US 264, at
the project area, is approximately 50 acres and relies on regular inundation from Deep
Creek.
Traffic will be maintained on-site by the use of stage construction and temporary
lane closures. US 264 are a major route within this area and the use of an off-site detour
involves over a 50 mile detour.

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application.
The project area is defined by extensive coastal marsh, Deep Creek, Bridge # 3 and US 264. The surrounding
landscape is all in conservation, in ownership by the US Fish and Wildlife Service. There is no commercial
development, other than US 264 and bridge # 3 within the project area.
3b. List the total estimated acreage of all existing wetlands on the property:
0.5 acres is an approximate estimate, which includes the entire surveyed property boundary. The wetlands begin at the toe of
the road shoulder and extend throughout the Right-of-Way.
3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: Approximately 60 feet
of shoreline along Deep Creek, with 900 ft. of adjacent man-made canals boarding US 264.
3d. Explain the purpose of the proposed project:
To replace bridge # 3 for the purpose of maintaining safe travel along the corridor of US 264.
3e. Describe the overall project in detail, including the type of equipment to be used:
The existing six span wooden/concrete 100' long x 26' wide bridge will be entirely removed using NCDOT guidelines for bridge removal. There are
5 existing interior pile/bent structures that will be entirely removed. The new bridge will increase the horizontal floodway by extention to a 150'
long x 30' wide bridge. The new bridge will consist of a 3 span concrete deck, supported by concrete girders, and bents. This bridge will be
replaced along the existing alignment with a slight 4' shift to the south. Approximately, 1200 sq. ft. (0.03 acres) of approach fill will be removed
and restored to adjacent wetland grade. There are 0.106 acres of permanent impacts to coastal wetlands on this project, resulting from minor
roadway fill along the existing shoulders. The coastal wetlands are primarily located along the existing road shoulder and maintained corridor. Thi
project will also require the installation of vertical abutment sheet pile, which will impact 22 linear feet of shoreline along Back Creek and the
adjacent man-made canal. The 22 feet of sheet pile shoreline stabilization incases 54 sq. feet of permanent surface water impact. These impacts
are detailed on the provided drawings and impact table. There is one utility line consisting of a fiber optic cable, which will be bored from the
shoulder points along US 264. This will result in 54 sq. ft. of temporary hand clearing impact that will be allowed to revert back to vegetated statu
following construction. Equipment used during this operation will include a crane, excavators, backhoes, dump trucks, and paving equimpment.

Avoidance Minimization efforts have resulted in vertical sheet pile road shoulder retaining walls, which reduced the extent of
the road shoulder width. All road shoulders are set at a 2:1 slope. The new bridge is 50' longer than the existing, which will
open up the opportunity to restore 1200 sq. feet of coastal floodplain adjacent to Deep Creek. The approach fill will be removed
and graded to match adjacent wetland elevations. This will enhance the hydraulic flow regimes within this coastal marsh
system and increase flooding of the coastal marsh on the west side of US 264. There is no deck drains located on the bridge
and storm water outlets have been placed to maximize vegetated buffer treatment.

The project is using top down construction techniques with staged construction to detour traffic on-site. The project will install
erosion control measures and follow NC BMP for sediment and erosion control. Adjacent wetlands can be clearly marked to
avoid any potential unintended disturbance. In-water work moratoriums will be followed to avoid impacts to fishery resources.
