Box 545 Ramseur, NC 27316 Subject: Pretreatment Review of Short Term Monitoring Plan and Headworks Analysis Due Date Extension Program: Town of Ramseur, Town of Ramseur WWTP - NPDES #: NC0026565 Randolph County Dear Mr. Lewallen: The Municipal Unit of the Division of Water Resources has reviewed the updated Short Term Monitoring Plan (STMP) for the Town of Ramseur (NC0026565). The submission was received 05/9/2022. The review indicates that the revised STMP is adequate and meets the requirements needed to establish a site -specific Headworks Analysis (HWA). Proper implementation of a STMP is also required by your NPDES permit. Please refer to the Comprehensive Guidance for North Carolina Pretreatment Programs (Comprehensive Guide) for additional information and examples. Modifications to the STMP must be approved by the Division. The request to extend the HWA due date is granted after updating STMP PQLs as was required in the 04/06/2022 renewal of the Town of Ramseur's NPDES permit. The approved HWA Due Date is extended to May 15, 2023. Regardless of approval action today, within 180 days of the effective date of any reissued or modified NPDES permit the Permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating, or adding to the list of Significant Industrial Users (SIUs). Pursuant to 15A NCAC 2H .0907(b) either the Division or the permittee may initiate pretreatment program revisions. Federal and State pretreatment regulations require the local delegated pretreatment program- to effectively control and document the discharge of wastewater from Significant / Categorical Industrial Users to the POTW. It is the POTWs responsibility to ensure these objectives are constantly met. Thank you for your continued cooperation with the Division's Pretreatment Program.
