Per 15A NCAC 02T.0105(c)(6) directly related environmental permits or certification applications must be being prepared,

Per 15A NCAC 02T.0402 "high -priority sewer" means any aerial sewer, sewer contacting surface waters,
siphon, or sewers positioned parallel to streambanks that are subject to erosion that undermines or deteriorates the sewer.
Siphons and sewers suspended through interference/conflict boxes require a variance approval.

High priority lines shall be inspected by the permittee or its representative at least once every six -months and

Narrative for Fast Track Permit
NCDOT Project U-6018
Owner - City of Archdale
May 20, 2022
CH Engineering is submitting a fast track permit for the City of Archdale including the Fast Track Sewer
Extension Application, FTA-06-21 supporting documentation, maps and this narrative. The application is
for relocation of existing sewer that will have a reduction in diameter.
In 2022, the NCDOT intends to let the job to construct Project U-6018 near the 1-85 and Hwy 62
intersection in Archdale, NC. The project will consist of widening Hwy 62, realigning the Kersey Valley
Road intersection with Hwy 62, and adding a roundabout and new roadway off of Weant Road which
will attach back to Hwy 62 at the Modlin Grove Rd intersection.
The City of Archdale will be cost sharing relocation work of water and sewer facilities throughout the
project. Regarding sewer, there are two existing gravity sewers and two forcemain sewers that will
require relocations. Both forcemains will be relocated in the Right of Way in the same size and will be
considered Permitted by Regulation under 2T .0303(a) 4 D. Similarly, the gravity sewer located on Hwy
62 on the west side of the 1-85 intersection will remain the same size and be placed in the Right of Way
and deemed permitted. However, on the east side of 1-85, the sewer along Hwy 61 and turning the
corner of Modlin Grove Rd will be downsized and are therefore the subject of this permitting effort.
Along the north side of Hwy 62 east of 1-85 is an existing 21-inch gravity sewer. This sewer used to be a
regional collector for a large portion of the City of Archdale, but once the Hwy 311 By-pass was
constructed, the gravity portion was severed and flow diverted elsewhere. The remaining portion of the
21-inch gravity in the vicinity of the U-6018 project was left in place and currently only services the Citgo
gas station and a single residence. Because this sewer will be impacted by proposed storm drainage in
the U-6018 project, around 1100 linear feet of the gravity sewer will require relocation. The NCDOT and
the City wish to replace the 21-inch with a more appropriately sized 8" gravity sewer since the current
and expected future wastewater flows will be very lowand material cost will be minimized. As the 8"
gravity line rounds the corner of Modlin Grove Road, the size is increased to 12" to allow for future
flows coming from possible future development east of the intersection. The 12" gravity line will end
after one segment into an existing manhole with the existing 21-inch sewer since that designates the
limits of the NCDOT project. CH Engineering contacted the Winston Salem Regional office about this
relocation and due to the difference in pipe diameters from existing, the relocation cannot be deemed
permitted by regulation under 2T rules and a Fast Track Sewer System Extension Application is being
submitted.
The number of homes and small businesses currently served are two in total. Should all existing homes
along Hwy 62 currently on septic be added to the system, there would be a total of six connections.
Estimating the future in -fill of other homes in vacant lots and at current density would add five homes
for a total of eleven future and existing connections.
Flow Rates:
No new buildings are being added as a result of this project so no new flow will be permitted herein.
Because no new flow will be added and the existing system is oversized, the Flow Tracking/Acceptance
Form will not be needed.
Existing: Using the design flow rates listed in the rules under 15A NCAC 02T.;0114 (b), and assuming an
average of four bedrooms in the existing home and eight fixture units at the gas station, the flow for the
existing house would be 480 gallons/day and the gas station would yield an estimated 1800 gallons/day.
This yields a combined total of 2280 gallons/day of existing flow.
The existing receiving collection system predates any permits and therefore has no permit number. The
downstream flows eventually wind up at High Point's Eastside WWTP with permit number NC-0024210.
